A Three Phase Electric Meter Burnt Its Connection and Gets Replaced With Brand New Meter

Customers service equipment burnt up due to a loose connection.
The damage was severe enough to replace the entire meter housing and bussing.

Is the only protection on the consumers mains ( from point of attachment to line side of meter) the H V dropout fuses on the line side of the transformer?
