Does the dual flush only work when you have a Viva filler valve or independently?

Independently I think. Half flush for me (with both blue plugs still in) goes down to the top of the first blue plug. Full flush takes it down near the bottom of the cistern

Excellent graphics but I just wanted a syphon design (& implementation) whose perforated diaphragm could be repaired by a clip off clip on section which any housewife can attempt without using complicated tools. Its not rocket science, but manufacturers wont design because that would mean plumbers out of business!!
