The brain is more or less hard. It is made of different blood vessels, cavities and is basically an insanely intricate cluster of neurons. It has different densities but it also features no bones and no very hard structure. The hardest things are the meninges, which are rather aside from the brain : so I don't think we can actually define it at a part of the central nerve system. That being said, the brain is so fragile it would literally just scatter like a puzzle medusa if you were to put it under a running water faucet.
In the case of a scratching like this video, one would undergo permanent brain damage.
