It's literally just NIMBYs. They hate the idea of any sort of change, in Vegas the amount of backlash over the most petty things are everywhere. Saying all this as an American btw, like the reason our tracks are newer are because we managed to counter backlash. When we couldn't counter it produces very lackluster results, as seen with the dumpster fire of the Caesar's Palace Circuit. As younger US gens slowly get into F1 we have better exposure to it naturally we're okay with these events, just fighting people afraid of change is difficult here
