It was the Shah who opposed the theft of Iran's oil by the West (particularly the British) and reinvesting the profits of Iran's oil sales into education, health, modernization of agriculture, and industrialization. The sums of money that were reinvested in Iran under the Shah to modernize the Iranian economy were enormous. You only need to look at the difference in development between Iran and Saudi Arabia in 1979 to see that the Shah worked for his people and not for himself. If you want to see poverty, take a trip to Saudi Arabia and witness what an average citizen who is not a member of the House of Saud lives like. It was because he opposed the theft of Iran's wealth by the West and pushed for higher oil prices that he was overthrown. The Ayatollahs are much easier for the West to manipulate, corrupt and control than the Shah ever was.
