As far as i know they decided it would be Corbin because he was the safest worker there and Angle was very fragile at the time, so they wanted to make sure nothing bad would happen to him.
KO pinning Cena was not seen as a bad thing. It showed us that Super Cena was over after years of invencibility except against Punk, Orton and a few others. To me it was a great and good surprise to see that Cena could be pinned by no main eventers too
The fact remains that Angle tapped out Hulk Hogan only to lose to Baron Corbin completely validates that Vince was punishing Angle for l eaving WWE back then.
