Pokemon Theory - What is going on in the Black Tower?

  • Today, I take a look at one of the stranger places in the Pokemon Games: The Black Tower from Pokemon Black 2 and White 2! There's many strange things that go on inside of it, so I explain them all, and theorize on them too!

    Wouldn't be surprised if Silph Co. have something to do with this considering that they have a transnational monopoly as a corporation and are probably tied in with some shady people.
    The only corporate enemy we have had so far has been Team Rocket and they were barely even given a decent storyline. There is an opportunity here for a villain group that maybe isn't intent on destroying the world but instead, monopolizing it from a powerful corporate position. That would make a very good villain group. The effects of that could be dynamic and seen in game as pokemarts, pokecenters etc... close down and are taken over by competitors and stuff.

    It's Colress, obviously... He was trying to study how the bonds between Trainers and Pokemon increased their power beyond their usual limits. What better way than to have a bunch of trainers come and fight each other in the Black Tower, so you can monitor their battles and how it affects them?
    Guess what is (technically) needed for Mega Evolution? A strong bond between a Trainer and their Pokemon. (...and stones, and a magical bracelet thing, but shhh-)
    It's quite possible that Colress was on the verge of discovering Mega Evolution at this point, meaning we could see him again very soon in the newer games(whether it'll be 6th or 7th generation.)
    (Also, this could mean Colress ended up discovering Mega Evolution.)
    (Also Also, the sister who was kidnapped could have been a part of Xerosic's testing as well, if he and Colress ended up working together. It makes sense, because Xerosic wanted the perfect trainer, while Colress wanted the perfect Pokemon. Together, they get: Mega Evolution!)

      Good theory how ever it has been stated in the oras games during the delta episode that x,y,omega ruby and alpha sapphire take place in a different dimension and even talks about another dimension that doesn't have mega evolutions (fire red/leaf green to black and wight 2)

      Luna Lightning What if they are in the same universe/dimension, but Mega evolution has not yet been discovered? That could be tied in with Mega Evolutions being recently discovered. Also, it has been stated by one of the devs at Game Freak that OrAs/FrLg(RSE) => DPPt/HgSs(GSC) => BWB2W2 => XY(Z?). So it is possible that Coloress was trying to discover NEW Mega Evolutions. But if OrAs => XY, then we should have less Megas in OrAs than XY... Then the official Pokemon Timeline is already wrong... So... Plausible! The Team Rocket Admins and scientists with team Galactic Admins running around, someone is bound to get a group together and do some experiments. If I'm correct, Pokemon Origins Anime Special is canon, it is also the universe where Red get Mega Evolution Stones, Mr. Fuji was a scientist who could have created Mewtwo AND Mega Evolutions, re-enforcing my theory. This was a lot to type.

      Chase Reynolds I'll try to make this as brief(As necessary), but still simple(As the 'logistics' will allow) to understand. *(SPOILERS ANYONE WHO HAS PLAYED X/Y AND ORAS)*
      In the Delta Episode, Professor Cosmo states that the *Life Energy of Humans* are found in Key Stones. According to Zinnia if not for the *Kalos War,* Mega Evolution would never have existed. The origin of the Key Stones was a Huge Meteor that created what is now known as *Sootopolis City.* Because the city exists in the Original Games, there's little reason to doubt that same Meteor struck the spot regardless of the Timeline. The only thing that was different is the Meteor wasn't the source of all Key Stones.
      The common theory is that in the *Mega Timeline* this same Meteor was hit by the blast from AZ's Ultimate Weapon. This seems to have been the case as AZ came to Hoenn as evidenced by the Tree planted in Sootopolis by a *Huge Man visiting from the Kalos Region* , and a man by a similar description who witnessed *Rayquaza* Mega Evolve according to Zinnia. According to *Junichi Masuda* (In his Afterwords Game Informer Interview) the reason AZ is 9ft Tall and continued to age was all due to exposure from the Ultimate Weapon, by all accounts(In the *Mega Timeline* ) the War ended before that Meteor struck Hoenn 3000 years ago.
      The only part that seems to conflict with the Ultimate Weapon striking the Meteor is what Cosmos says, as all evidence from Gen VI(Especially the testimonies of AZ in X/Y and Joseph Stone in the Delta Episode) makes it clear that the Ultimate Weapon was powered by the Energy of Pokemon(AKA: Infinity Energy). Now (For better or worse) it is time to enter speculation mode. The Energy of Pokemon was no doubt taken, but is there any way it was replaced with the Energy of Humans? As that is what is apparently found in Key Stones, and would have to be the case if it hit the Meteor.
      I believe that Zygarde was the one who did it, from what little we can confirm to understand about this Pokemon there is reason to suspect it *might* have this power. Between X and Y there is a difference in Kalos mythology, both having to do with the Mascot Legendary that shaped the Region's history 800 years ago, most interestingly is the part that differs when mentioning 3000 years ago. In X's history *"a Pokemon came to the rescue of all the wounded Pokemon that had been caught up in the conflict."* While in Y's History *"a Pokemon appeared and stole the life force of countless living beings."* The people of Kalos assume that it was the aforementioned box legendary in either scenario, but what if these Pokemon from these alternate histories are actually one in the same?
      This would also follow a trend with the 3rd Legendary since Gen III that is only been 'somewhat' inconsistent with Gen IV. At Pacifidlog a Flying Pokemon is mentioned, North-East is where Rayquaza resides(Granted, Latios and Latias originally might've confused people, as it did with me). A Monster that came from a Meteor is mentioned in Lacunosa Town, North-East is the Giant Chasm where Kyurem resides(No idea if the North-East part is meant to go with the running theme). These are available in the first games before these two Pokemon got their own titles to Mascot for. In Giratina's case it is only so vaguely mentioned(At least as much as I've found) in Eterna City(Within Platinum only) that there used to be another plate attached to the statue that mentions both Palkia and Dialga, (While a bit of stretch) Giratina first appears at Mt. Coronet in this game, East of Eterna. All that being said, Anistar City(Where you hear about Kalos Mythology) and Terminus Cave(Where Zygarde resides) are very close to one another(And, fun fact: According to the map; Terminus Cave is 'technically' *North-East* of Anistar).
      If Zygarde is capable of stealing the life force of humans, which might as well be the same thing as the *Life Energy of Humans* , then is it a stretch to say it could do the same with the Life Force of Pokemon(Infinity Energy)? Or rather replacing or holding onto the two? As for why Zygarde would do this, once again Masuda revealed this little tidbit about the War. "The war was a clash between two different countries. *People treated Pokemon with special powers as mere tools in their conflict. They gathered lots of Pokémon and Pokémon with unique powers. This long conflict was drawn out and many lives were lost. In order to emerge victorious, the soldiers believed that they needed even more powerful Pokémon. AZ loved his Pokémon, which he had received from his late mother, but it was forcefully taken from him by the soldiers.* His Pokémon ended up becoming just another sacrifice in the war."
      As the Pokemon that watches the ecosystem(At least of Kalos) and the one who maintains order between life and death, Zygarde's duty is likely to balance out the ecosystem and keep the Population(Possibly just Kalos, possibly the entire world, we can't say for sure just yet) stable. The ability to return life when the Population is too low ... And the ability to take life when the Population is too high are necessary to keep order(Even if the latter is Nightmare Fuel). Still, despite some otherwise 'mechanical' characteristics of Zygarde, it is a Pokemon, and much like the *Swords of Justice* is likely capable of having prejudices, perhaps in this case, humans? Considering Masuda's statements about the war, Zygarde could easily see the lives of Humans as inferior to Pokemon, and considering the two versions of the stories(If we apply them to Zygarde) it isn't unreasonable to assume it.
      The order of Events(Once again, in the *Mega Timeline* only) are as followed(So I hypothesize) : 1) The War begins, 2) Many Pokemon Die as a result, 3) The beloved Pokemon of the current King of Kalos(AZ) is forcefully taken from him to participate in the War, 4) Floette is returned to AZ in a casket leading to the man's great sorrow, 5) AZ uses the technology that inspired the Kalos War(Between another country starting the war) to bring his Floette back to life after gathering the lives of *many* Pokemon to do so, 6) AZ is successful in bringing back his Floette but having suffered his sorrow for far too long he turns it into unfathomable rage, 7) AZ gathers more Pokemon to fuel the machine(As all the energy it had was likely used up on Floette) but instead uses it to finally bring an end to the war, 8) Zygarde seeing all of this happening rescues all the wounded Pokemon who were about to get caught in the blast, 9) Zygarde steals the Life Energy of the People of both Countries(Likely only those who partook) and switches their Energy with the Infinity Energy that had been put into the machine(It is possible these last two events are dependent on world the war took place), 10) The Ultimate Weapon fires (Hitting a Meteor) before coming back down in a raging inferno which wipes out whatever was caught in the cross-fire, 11) The Pokemon that were used for both cases became the petrified stones emitting energy on what is now (Kalos') Route 10(Or so AZ's flashback implies), 12) Somewhere between the restoring Floette's life and firing the weapon AZ and Floette become immortal(And in AZ's case becomes a Giant and continues to age despite being immortal), 13) Realizing everything AZ did for his Floette it leaves him, 14) AZ leaves the currently decimated Kalos(Likely to search for Floette), 15) Zygarde returns the Energy of Pokemon he was holding onto to the Pokemon that had died in the war, 16) The Meteor hit by the weapon after Zygarde switched the fuel source impacts the seas of Hoenn creating the crater that will serve as the foundation for Sootopolis, 17) AZ in Hoenn witnesses Rayquaza Mega Evolve for the first time, 18) AZ plants a tree where Sootopolis will be built leaving behind Floette's Flower, 19) AZ's brother (The One who started the war against Kalos) having a justified epiphany hides the Ultimate Weapon in the hopes it cannot be used again, 20) Many years later on his death bed he reveals to one of his descendants the location before soon passing away(Presumably this knowledge was handed down until it reached Lysandre's ears nearly 3000 years later).

      My current theory aside, unless people knew and were willing to take the Life Energy of Humans and had the resources(The Technology and Money) to infuse it into meteorites(Which serve as a base for Key Stones that won't break under the process of being struck with a laser, not to mention afterwards, much like Team Aqua and Team Magma originally tried to do in order to replicate the Orbs, but more likely with Infinity Energy), there likely won't be anything like that in the *Original Timeline* , even though for all we know it would be technically possible. Though I have my doubts on Colress being willing to go that far, Giovanni perhaps, Cyrus and Ghetsis definitely would if they had the resources available, Maxie depends(Which Maxie are we talking about here?) and Archie is debatable(Seems a little too far for either to be able to live with them self, not that it doesn't mean they wouldn't be willing), though in both cases they have already have one(Or at least in the Mega Timeline).
      As for Kalos and Mega Evolution, I currently believe that people in Kalos know very little about it(And possibly the information is withheld for something similar to Anime Lysandre's rational), mainly because as far as they know, it was the Lucario of Korrina's ancestor that first Mega Evolved(Not Rayquaza, which actually was), though everything through ORAS casts a lot of doubt on what we learned in X and Y, if not suspicion on Korrina's ancestor(He just 'found' a Lucarionite and a Key Stone???). In fact, a lot of people jumped the gun that the person from Kalos, Professor Cosmos mentioned being friends with was Sycamore, but Sycamore stated in *Coumarine City* that Mega Evolution was exclusive to Kalos. Korrina's Grandfather is out too, as in the post game he seems to allude he also believes Mega Evolution is exclusive to Kalos(At the very least he has an excuse, meanwhile Sycamore -- at the very least -- "learned a lot of things from *Prof. Rowan in Sinnoh* when he was young"). Lysandre honestly seems like he's the only candidate with a leg to stand on(Researching Mega Evolution, From Kalos, and Male). Lysandre is the only the one who hasn't mentioned Mega Evolution being exclusive to Kalos.

      etherraichu Well he didn't really find Pokemon's real potential, he didn't learn about Mega Evolution.
      Also the Black Tower was around before the events of Black 2, so he could of been working there while working with Team Plasma at the same time. Using multiple sources for his research.

    Theory! The Black tower is gov funded and is used to gather trainers as a some kind of elite squad to defend against criminal teams. (galactic, rocket, plasma, etc.)

    Team Galactic? Did you even consider Colress? No? They are monitoring Pokémons' strength afterall, which is exactly what Colress is researching and would do anything to gather more info on.

    I feel like it’s made by Rainbow Rocket. My theory:
    RR Giovanni funded a Black Tower in as many alternate dimensions as he could to find people to act as RR Grunts, as the Grunts have higher leveled Pokémon than Hau (Champion Battle), every pre-champ trainer, and some post-champ trainers. Well, that’s my theory.

    New theory: The 'anonymous company' was Chairman Rose, of the Galar Region. His company is all about pokemon battles.

    I think it's funded by Team Rocket. Think about it, the quotes that say it flies into space... While that does refer to space, like Team Galactic, what do you need to ride on to get to space? A rocket. Rockets fly into space. Also, Team Rocket has always been searching for Giovanni. It's possible that they gave up on their search and decided to find a new leader. They needed it to be the most powerful trainer they could find. They knew it couldn't be Red or Gold(Ethan) for obvious reasons, so they began learning more about powerful trainers. Recording data about what makes trainers powerful, and maybe one day finding somebody to replace Giovanni as leader of Team Rocket.
    Also, the tower is black, and Team Rocket were very adamant about their black attire. (They were also the only team that really just wanted to be rich, not destroying the planet or anything, and Black City is full of money and greed, could just be their hideout more undercover as an entire city.)

    The Black Tower is certainly a front for something. I'm thinking some kind of human trafficking- obviously not sex based, but they want to find young, strong yet malleable trainers with lots of potential. Maybe they're trying to make an army of child soldiers to conquer somewhere? It's easier to conquer some place with blindly loyal followers than people with their own agendas, and brainwashed children with rare, exotic, and expensive pokemon that they're attached to are more powerful than a grunt with a zubat. Friendship is important in Pokemon- whoever's running the tower knows the power of friendship, so probably not Team Rocket, and I don't think Galactic would place value in it, either. Ghetsis could be behind it, but probably not, and Aqua and Magma are too moral. Skull is too localized, and while it could be Flare, I'm guessing it's either a team we've not seen yet, a spin-off team, or an evil organization or company that is not directly tied to a team.
    All the stuff going on in the tower seems to fit the MOs of both Ghetsis and most spin-off teams, but it especially fits Team Cipher's, and considering that Orre is based off Arizona, and Unova New York, we can presume that, although they don't share a governing body in the Pokemon World, Unova and Orre do share a landmass, which leaves the possibility of more easily transporting kidnapped persons as opposed to doing so in other ways, and Cipher has shown itself to be perfectly willing to kidnap humans to achieve their goals. Also, Orre seems to be a corrupt, poorly governed state, and even aside from it being where Cipher has always been based, would still be the ideal place for them to bring their kidnapping victims.

      Rune Anonymous IMO, Cipher was honestly the best villainous team Pokémon had. They used all kinds of Pokémon, and, they were incredibly ruthless. Still, as much I like your theory, I don't know if they would actually hint towards Cipher in the main series, but, it's fun to think so.

    What if it is owned by Red? He may have funded it to find a player greater than the champion. Their is a tournament in B2 and W2 right? You face red in the tournament, so maybe Red owns it, watches the player to see if they are the best, and comes out to fight them?

    I think it's definitely Colress, Since he took on the leadership of Team Plasma he used the resources to make this tower in the 2 year timeskip. The constant monitoring in the tower and the continuation of his research outside of it have helped him accomplish his goals.

    Personally I think the tower is actually a reference to Cipher. The idea of numbered areas, boss trainers at the end of them, and even the fact that it's a battle facility that lets you gain levels resembles Mt. Battle from Colosseum and XD a lot. Cipher also funded the construction of Realgam Tower along with them having an extremely wealthy leader. If the Ace Trainers from those games can take an outfit from a Colosseum trainer other unimportant references wouldn't be that far fetched.

    I may be a bit obsessed with Greek mythology here, but the Black Tower seemed eerily similar to two of the obstacles Odysseus faced in his journey, the Lotus Eaters and the Sirens. The Lotus Eaters draw victims in with attractive promises and an easy life, trapping their victims in with addictive drugs found only on that island, making the victims willingly remain on the island forever. The Sirens, as many probably know, draw adventurers in with their songs, destroying ships on treacherous rocks, and then devouring the adventurers' corpses.

    I think that the girls younger sister (never stated in the games hoe old she was could have been a month younger for all we know) was stronger than the champion and was taken by whichever evil team funded the tower.

    Hmm I think this theory is a good one, though I have also seen around that the little girl who entered and went missing was potentially one of the stronger trainers the admins were looking for and scooped her off somewhere.
    Loving all the videos especially the Character studies!

    To me, everything points to Colress. He was designated a leader for Team Plasma, the syndicate of the region the tower is placed in, and he has those resources left to him after Ghestis is taken away (also linking any other region's team feels like a bit of a stretch. I just took the space statements as comments on the tower's height). The hints that someone funded this to observe Pokemon battles always remind me of Colress's quotes about "unlocking the true potential of pokemon".
    But the kidnapping children... I can't link that to Colress, or any of the syndicates for that matter.

      Also, the technological setting inside the tower fits Colress and his theme better than any of the other villains, IMO.

      Tristan Neal Thinking about it now, Colress does seem like a pretty logical fit, because, as you said, he is obsessed with Pokemon's Power levels and their true potential. I definitely agree that "The tower going into space" quotes being linked to team Galactic is kind of a stretch :D
      The kidnapping children part is the really weird part though, as none of the evil teams have ever been known to do that (at least as far as I know), so it makes it extra mysterious :s

      Mr Buddy Although I like the Colress one most (and I think it's true), here's another kind of out there theory: the organization is Game Freak. Although even I would raise my eyebrows at my theory, they have been shown as a breaking-the-fourth-wall, in-game corporation multiple times, and they certainly would have an interest in observing strong trainers. The same logic could also be applied to the Pokemon League. I still have NO ideas about the kidnapping stuff though, so I think I'll stick to Colress. :D

      +Cookies I was so pissed off at that. Of course White 2 gets a cool pink Dratini, which becomes a green Dragonite when fully evolved, but a Shiny Garchomp hardly looks any different than its normal coloring. It took me so long to get through that tower too. Whatever, at least I still have my Shiny Haxorus.

    Considering Team Galactic is one of my favorite teams, this theory warmed my heart just a tad. Something about the place always reminded me about the lab where Mewtwo was created, though. Obviously the scene is different, but if Pokemon are being observed for battles, it's possible that Giovanni is making an attempt at yet another ultimate Pokemon with an ultimate trainer to go with it.

    It's CLEARLY Colress who helped fund it. This is because Colress wants to bring out the full potential of pokemon, as we see throughout BW2. And there would be no better way to do that than to do it through the black tower or the white tree hollow.

    I've never actually visited the Black tower back in my Black 2 playthrough so this is pretty interesting. I'd say that the only evil teams that have no chance of being the Black Towers commisioner is Team Aqua and Team Magma. Any of the other are possible. But considering how much money it must of taken to build this city and construct the tower. The fact that it's full of businessmen.I'd say Plasma can't be it either. But on a final note. Even though Team Galactic is rich and have mentioned before in Platinum that they can have buildings built anywhere. I don't believe it can be them. Team Galactic is very eccentric and would no doubt design their tower with a Galactic theme. There is also the fact that Cyrus is still lost in the Distortion world and that Team Galactic under the leadership of Saturn began a new direction with Galactic. My first immediate thought is Team Rocket hands down. We can confirm without a doubt that Giovanni is still active and training to get stronger as we see him in Pokemon World tournament. He disbanded Team Rocket years ago in the games after Red who at this point in time is a champion shut them down. Team Rocket is the Pokemon game equivalent of the mafia and are very rich. Their teams theme is the color black and have been known to keep low profiles back in gen 1. It only makes sense to me that after all these years Giovanni has been preparing to bring Team Rocket back someday and wants to make sure that when he does that he will go absolutely unopposed searching for a trainer with more potential then even Red. Researching battles and discover the battling techniques of the greatest trainers in the world. Even kidnapping people i'm sure is not something below Giovanni.

    I relised that some of the doors are blocked, and so it could be a labranthen that people get lost in, and the staff don't see floor 6 and up so that they can't help anyone that got lost.

    Have you tried looking for this "remote location"? There a few places it could be, Giant Chasm since it has been cleared out, P2 laboratory, Icarus City, in the old team rocket members house. It would have to be in places that has changed since BW because as the guy said it wasn't there 2 years ago. That or this is just another pokemon mystery that will be left unsolved.

    My go-to theory after US/UM is that the black tower is a front set up by Rainbow Rocket Giovanni and that B2 is the other world he retreats to, to continue his evil schemes after his defeat in US/UM. Idk why but i just dig the idea that we get to indirectly interact with Giovanni post US/UM defeat.

    It would be something if Nate or Rosa(the names of both Protagonists) would become a part of evil team in a future game, remember in RBGY/FRLG a team rocket grunt on the bridge by cerulean city will ask if wanna join, we have no control of previous protagonist in future games like when we battled Red.

    I have a theory that can support the Team galactic theory:
    Maybe they're trying to find their boss cyrus for all that we know cyrus could still be in the distortion world at this point so maybe the trainer that's stronger is going to be there key. They'll use the trainer that's stronger than the champion to challenge giratina and gain access to the distortion world and the maid's sister is the one that's stronger than the champion and they kidnapped her to challenge giratina
    Or maybe...just maybe it's a front for a new team that we haven't found out about yet. Floors 1-5 are something like a minor testing ground while floors 6 -10 are the main testing ground. They're trying to full proof their plans before trying them (it would be a smart move to have someone stronger than the champion on your team. In every game the big bad team is stopped by the champion or you the player who eventually does become the champion) so maybe this new team kidnapped the little sister of the maid or they kidnapped you the player who finished the black tower
    Orrr maybe it's for the national investigation police to find trainers who could pose a threat in the future

    Im not sure if this has been said yet due to me recently found this channel (really enjoy the content btw :] ) But what if *N* is behind these towers? He has an extreme connection with pokemon but hated using them for battles (ik it seems as im contradicting myself but bear with me). He grew up in that mansion implying they had money and could fund a tower such as this. Also he technically became the new leader of Team plasma so that could be the "company" name he used to fund it instead of just plain "N". After the events of BW 1 he left mysteriously to find some answers if i recall but what if he created the tower to study not only the battles but how the trainers and pokemon grow and work together. Possibly fhe is trying to find a trainer who could recreate the bond he witnessed from the main character from BW1. I say this because he wants to find someone stronger than the champion and i believe he is referring to that main character who became champion yet is nowhere to be found in the region and to my knowledge it wasnt stated how Iris became champ in BW2. It is also possible that BW1 main character stepped down to do his own thing and not be restricted by being the champ and gave it to Iris and N considers him to be the *True champion*. When you think about it, everyone in the tower is stronger than the current champion Iris so why would they still be looking for someone stronger than her? and you as the player became champion so if u entered the tower and lost then they would have succeeded in the search for someone stronger than the champ and the tower would be done. Now ik they are not specific when they say champion and Cynthia is considered the strongest champion but bc they arent specific it is implied that its the Unova champ since they are currently in that Region so there is no need to be specific. Hopefully someone sees this and gets some gears turning so we can conclude to a solid theory :]

    I honestly could see both these theories co-existing if Team Rocket was the group behind the operation. All of the other teams seems to have some sort of ulterior motive, but Team Rocket is simply world domination and money, both of which the battle tower could provide in a) killing off trainers stronger than the champion, b) gathering info on said trainers to stop potential uprisings, and c) people watching from a undisclosed location probably have to pay to watch these battles, right? So that fulfills the money goal. Of course, I'm sure compelling arguments could be made for any other team as well.

    For some reason, the "looking for someone stronger than the champion" thing stands out the most to me... Kinda reminds me of the cicada 3302 thing that happened a while back. Some mysterious stranger or organization posted notes all over the world and on the internet to act as clues, and told the internet to compete to find an answer. The purpose is to find "highly intelligent individuals". Perhaps it was actually a reference to that?
    And as for the sister, maybe whoever constructed Black Tower had decided that she was better than the champion? Who knows?

    I don't know, it sounds a lot like Colress. Colress is more interested in learning or finding the out how to draw out the most potential in pokemon. He is more than willing to go to great lengths for his research. Guy joined team plasma just for his research and he most likely didn't even believe in them considering how he despises Ghetsis in Gen 7.
    A battle to the death doesn't make sense. Benga reached the top and after defeating him he will give you a pokemon outside of the tower. If anything, it is a place for strong trainers to go and test their limits. Benga only reached the top by believing and trusting his team and congratulates you by doing the same thing.

    I think banga did it all, and he just wanted a fun fight. His proposal led to people going to the black city for money. The peoples think was probably whoever could have made this a thing would probably give a big cash reward at the end. So the black tower, originally a idea with good intentions led people to greed.

    Colress funding it seems likely, except for the kidnapping part.
    My idea is that some team is looking for strong trainers. That much is obvious. Now, think about how the higher floors aren't under the staff's administration, and that's both where the stronger trainers are and where the younger sisters have been kidnapped.
    Now, the ones who say that their sister is missing are all clearly a bit older than the protagonists, making them probably young adults. We know that in the Pokémon series, youths being incredibly powerful trainers is far from unheard of, given that every protagonist is one. So maybe some team is looking for powerful trainers to abduct and recruit, be it brainwashing or some other shit.

    Well, I have very different theories and they might be dark depending how you look at it.
    The first theory is that the tower could have been used to scan for legendary Pokemon by an unknown evil team, that's why on the top levels, trainers use legendary Pokemon, since those are typically more powerful than your average creature you find in the wild.
    Another theory is that Unova is currently experiencing a major conflict with evil teams around the world, so they would send strong trainers to take those down (which it is unnecessary due to how those evil teams always lose to the respective region's protagonist)
    I have a third theory, and it has to do something that a scientist in the tower had said about advancements in science. He could be gathering data from several Pokemon and how those Pokemon would work together as a team, thinking of a way to be able to combine powers of several different Pokemon to make an unbeatable team, he could have been one of the people who had met Drayden, the only Gym Leader in the entire region who knows the true legend of the Original Dragon, creating the DNA Splicers, but he couldn't finish it in time due to how Team Plasma cropped up again, which is possibly the reason why you can only combine two members of the energy dragons and not all three of them.

    Collress. There I said it. Collress funded the Black Tower you see still having plenty of money left over from Team Plasma built the Black Tower to find out how to bring out the strength of Pokémon because he was still interested in the subject. Especially after the hero/heroine of Black and White 2 defeated him using a different training method, he needed to see if their way was the correct way to train Pokémon.

    Personally, I feel like it is a reference to the LDS religion.. many people may not be familiar with it and I only know about it because I went 1 sunday lol. If you're interested in reading it, I think that the Black Tower is a relation to the Great and Spacious building (especially seeing the types of people and dialogue in it) and the White forest is the other half of the story regarding the Tree of Life.

    Apparently at the top 'Area 10' you fight a 'boss' called Benga and from what I saw in videos I know she has a latios I do not know if she has a latias but yes a essentially a final boss!
    Edit: Also her pokemon from what I saw are about 75 - 80 I think just 80 I don't not know 100%

    There is a lot of evidence pointing to a gen 4 remake. The Black Tower being theorized to be funded by Team Galactic, Cynthia's appearence in the game, Garchomp gaining a mega evolution, Jublife city's theme remade and put in X and Y as an easter egg, and gaining the Sinnoh starters AFTER the Unova starters in ORAS after beating Steven twice and beating the Delta episode. Generations 1-3 have all gotten remakes, so it makes sense for gen 4 to be hinted at next.

      BloodPrince130 By themselves, the 2 different Garchomp sprites look similar, but if you look at them both at the same time, you can actually see a difference. It's hard to explain though.
