He was a very thin, wiry man with kind of "wary" body language, but willing to work with people who were much taller than he was, including Christopher Lee, David Prowse, Vincent Prince, Jack Palance, and the wrestler Kiwi Kingston. I think the tall costars, the body language, and the lack of bulk made him seem smaller to the average viewer than he perhaps would have in person.

Tarkin was a horror Icon, young one. Check the old British Hammer Films and youll see why Lawrece Olivier called him the best movie actror on the world. An that's why Vader tried to choke him to death.
