When you throw the arc staff there is an explosion in around 3m from the player - this explosion refunds super energy with kills. You can miss your staff entirely and still refund energy from that explosion.
It only refunds of if those targets have an arc debuff on them. The explosion jolts but the super gains off of it are inconsistent so to get the most possible it’s best to blind enemies first.

Technically, the explosion jolts all enemies meaning any kill should regen some super, but in practice that does not consistently happen. It was found that the most consistent way to set up the super for the highest super gains is to blind the enemies first before casting near them with something like blind nade or the fragment for specials/heavies (I’m not sure if blinded enemies killed by the staff would regen some super, but the explosion definitley does). I think it was Mactics that did a video breaking it down, but I might be wrong.

In practice (probably because of Jolt killing enemies first), sometimes that doesn’t happen so best practice is to blind the enemies before casting to maximize how much you get back.
The way it works is when you activate gathering storm, your character calls down lightning strikes in an aoe around you, and when those strikes hit, they jolt targets. With any kills resulting from those strikes returning roughly 5 percent of your super energy. The goal is simply to cast gathering storm as an amped up crowd controlling nuke centered around your character. Try using it in that fashion and you can cast gathering storm almost back to back.
Its the initial lightning strikes that come down around yourself is what refunds super. The lightning from the gathering storm staff once it hits doesnt count. Also, im pretty sure the arc debuffs are granting 0 extra super back. I watched a video of someone test it so thats definitely bugged.
Tried this build, but went with Ex Diris instead, it absolutely slaps. Every kill with it makes you amplified, sets off beacons which makes blinding. Things the moths don’t kill outright are also blinded. Super energy goes up very quick. Thanks for all you do, you’re my one stop shop for build advice.
CoolGuy made a video about this inconsistent exotic rework. From what I can remember the lightning strikes occur at your location that you launch it from. So be surrounded so ads around you get struck. From my understanding
Not sure if you will read this but thought it would go ahead and post anyway: The new vespers host auto rifle has the intrinsic perk that refunds ability energy and can also run with strategist which refunds class ability energy too. I have been running around with it and gettting my ascensions back crazy fast while using this auto rifle with jolting feedback and strategist.
Mactics, you've got it wrong. The "Lightening Strikes" the exotic is referring to that give super energy is the storm made around you when you cast the super, not damage from the super. You've got to put yourself in the middle of enemies to get those lightening strikes to hit. When you weren't getting energy back, it was because you were chucking it and nothing was near you.
They actually changed it again (the wording). Instead of gathering storm hitting debuffed targets it’s now arc debuffed targets. It looks like a shadow patch.
You didn't pay attention to what you read mate, its the LIGHTENING that gives back the super energy so the initial lightening that comes down around YOU that kills gives the energy 😁👍
From what I've seen in play testing you get Super Energy back on flash of lightning around you on kills especially on higher tier enemies. Not the staff itself.
which is good because using the Dark Ether ball to refill the weapon doesn't proc Voltshot, but Jolting Feedback just happens while you're firing anyway. like every 15th hit (every 11th if you're amplified) against any targets, doesn't even have to be all on the same target.
at a guess, I’d say that gathering storm does so much damage that the enemies are dying from the staff before they’re hit with the jolt. Purely a guess tho, because it does seem that you’re getting decent super back outside of that initial throw. so oddly enough the play would then be to either lean into it and intentionally “miss” or bait enemies into the gathering storm so they’re hit with the jolting lightning. it could be intentional to make it less of an automatic 50% returned thing. TBH I wish the exotic let you pick the staff up and throw it again rather than return super energy haha
Jolting feedback doesn't have to be on 1 target by the way (sounded like you were explaining it that way). It's total hits *of the mag*. So less like Target Lock and more like Attrition Orbs or Rewind Rounds. As long as you're mowing down on red bars you'll proc it either way.
I could be wrong but I'm pretty the super refund is kills you get with the lightning strike when you cast the super, so ideally you wanna pop the super in a group then throw it somewhere else
the refund issue is that it only counts it if the enemy is debuffed THEN hit/killed with the super, but the debuff often kills the enemy or procs before your ult, so you don't get the refund. jolt being the easiest debuff to apply sucks because it goes away when it procs the first time. very similar to gyrefalcon's utilizing the volatile rounds to go invisible, but if the volatile rounds are what kills the enemy, then you don't get the invis you were expecting
I didn't spend a lot of time to spec out my build around this revamped exotic, just threw it on and used with thunderlord and I felt like my super charged very fast just by jolting targets and getting kills with thunderlord. also used autoloading lost signal and a arc pulse with jolting feedback. I was able to super fairly often too, im sure i'd charge my super faster if spent a little time to spec out my build like this.
I have a similar build, but with the melee uppercut while using comb blow, I have a VS Pyroelectric with jolting feedback with the mod that spawns an ionic trace every 2 kills. Also for heavy, I've heard heavy wave frame GLs works wonders on that boss, something like Hullabaloo with Envious assassin+Cascade point

I believe the inconsistency stems from if the enemies die instantly from the super the lightning doesn’t count, which would result in a lack of super energy returned.

I don't think it's inconsistent, I think that your pulse grenade jolts, then you cast super, then grenade pulses and pops the jolt, then your super hits them. I use a version of this build with a flashbang grenade and that works fine.
already got a simliar build, a jolting feedback vantage point is very much preferred, another sleeper pick given its spark of beacons is ex diris... constant blind, overload for this season and the ability to weaken enemies too (plus the moth that can also blind and damage targets) Ive got flashbang grenade instead of pulse for the extra blind so swapped spark of shock for spark of amplitude with double recuperation for abit of health regen
Imagine how good it could be if Bungie fixed it to make it actually work properly and consistently, and do what its description says it’s supposed to do.
l have a void warlock build I KNOW will build. I've been using it for months and always a pleasure. Exotic: Briarbinds Aspects: Feed the Void, Child of the Old Gods Fragments: Persistance, Harvest, Instability, Starvation I run with healing rift and vortex grenade weapon: the recluse with repulsor brace and destabilizing rounds stats focused on resilience, discipline, and recovery. everything else your choice mod wise focus more on dropping rifts, throwing and grabbing the void soul (weakening and charging your abilities) and repeat
i've found the super energy refund to be more consistent when hitting the floor and letting the AOE take effect as oppose to shoving it thru their eye socket.

What separates this from the average hunter-go punch build is its incorporation of an ice breaker for seamless freeze-and-shatter gameplay as well as tons of explosions Start with the prismatic subclass. Your super of choice is silence and squall paired with a grapple grenade, combination blow, and gambler's dodge. Your aspects of choice consist of winter shroud and stylish executioner. Fragments consist of facet of protection, facet of courage, facet of purpose, facet of ruin, and facet of dawn. Your armor exotic of choice is the hunter exotic class item with the spirit of in-most light and the spirit of the liar for increased ability generation and a major damage boost. For our weapons take a primary with headstone for stasis crystals on precision kills, and our energy slot is taken up by the new dungeon exotic Ice Breaker for solar explosions on shattering frozen enemies, stasis crystals, and precision kills. Our heavy slot is filled with VS Chill Inhibitor for great damage and stasis synergy. For our armor mods take hands on, dynamo, and harmonic siphon on the helmet, activity specific resistance mods on the chest plate, heavy handed on the arms, better already, and stasis surge modes on the leggings, and powerful attraction, bomber, and time dilation on the class item. Stat priorities, 100 resilience, and after that is just preference because of the spirit of in-most light will give us practically infinite ability re-generation.

This is almost my build, except I’m using vantage point bc it will jolt and then also not using beacons or the resistance one instead using discharge and the one that jolts targets for when you go critica(or amplitude) this allows you to get a Crap to of super energy and that’s not counting armor mods for more energy regen and orbs. It’s fun it’s fast and it’s lightning

I think that thr enemies have to be already debuffed for the INITIAL impact and any enemy ALREADY debuffed will count towards Raiju's harness not enemies that are debuffed by the ultimate. I also dont think it counts the subsequent lightning strikes either
I think the refund only applies to the gathering storm jolts and because u used the accession before gathering storm it did not count those as the refundable jolted targets
While I love Oversoul Edict and its seasonal effectiveness for champs, wouldn’t an arc special weapon like indebted kindness with voltshot be more effective since it will get the blinding effect too?
Absolutely crazy that Bungie changed blinding grenades to disorienting grenades to avoid confusion between blind and Blind, only to then make the Hunter Melee called disorienting apply capital B Blind. I thought maybe after naming a Dungeon the same as an Exotic Shotgun (Duality), naming a campaign one letter off from one of their most popular ritual activities(Lightfall/Nightfall), and naming a new game mode after an existing perk being highlighted/featured on most of the weapons in said game mode (Onslaught), they might have learned how annoying this is. I guess these are all features and not bugs, after all.

Okay I've done a arc blinding build before, used cold heart combined with making a lot of orbs from multi kills and arc kills and finishers making energy ammo and health and invisibility?
My hunter kinda sucks this season but one of the fragments he's using is locked on my account and Idk how to unlock it 🤷 but I made this build for my hunter and did a vanguard ops (terminus black) it's work really well so far. Don't like my stats being low but jolting everything while using risk runner is very nice electrifing 👍
I think you have to get hit and kills with the "storm" that happens AROUND you when you start to cast the super, not from the spear part of it landing.
you would be right, The new raijus gives the player a storm like zone around him which refunds gathering storm energy on arc debuffed enemy hits and kills. The spear hasnt changed only the fact that you do damage around you on activation
Cool guy has a whole video on how janky this exotic can be. I think the way he got it to give back the most energy was to kill arc debuff targets WITH the super itself. ie: blind a group of enemies then kill them with super for biggest refund

And the seasonal quest gives a jolting feedback roll for each completion, so your guaranteed to have 1-3 of them

Your better off with the arc gl. You build enemies and get amplified stupid quick. Centrifuse doesn't do enough damage.

I think that thr enemies have to be already debuffed for the INITIAL impact and any enemy ALREADY debuffed will count towards Raiju's harness not enemies that are debuffed by the ultimate. I also dont think it counts the subsequent lightning strikes either

It's the storm you create, not the arc staff, that refunds. You have to bust it on top of enemies...
That's exactly what I was going to say! When the super is cast, it calls down lightning right where you are, and that seems to refund super.

I think the refund only applies to the gathering storm jolts and because u used the accession before gathering storm it did not count those as the refundable jolted targets
While I love Oversoul Edict and its seasonal effectiveness for champs, wouldn’t an arc special weapon like indebted kindness with voltshot be more effective since it will get the blinding effect too?

Absolutely crazy that Bungie changed blinding grenades to disorienting grenades to avoid confusion between blind and Blind, only to then make the Hunter Melee called disorienting apply capital B Blind.
I thought maybe after naming a Dungeon the same as an Exotic Shotgun (Duality), naming a campaign one letter off from one of their most popular ritual activities(Lightfall/Nightfall), and naming a new game mode after an existing perk being highlighted/featured on most of the weapons in said game mode (Onslaught), they might have learned how annoying this is.
I guess these are all features and not bugs, after all.
I'd say Prospector is definitely a good one if you havent tried it yet.

Okay I've done a arc blinding build before, used cold heart combined with making a lot of orbs from multi kills and arc kills and finishers making energy ammo and health and invisibility?
My hunter kinda sucks this season but one of the fragments he's using is locked on my account and Idk how to unlock it 🤷 but I made this build for my hunter and did a vanguard ops (terminus black) it's work really well so far. Don't like my stats being low but jolting everything while using risk runner is very nice electrifing 👍

I think you have to get hit and kills with the "storm" that happens AROUND you when you start to cast the super, not from the spear part of it landing.
you would be right, The new raijus gives the player a storm like zone around him which refunds gathering storm energy on arc debuffed enemy hits and kills. The spear hasnt changed only the fact that you do damage around you on activation

Cool guy has a whole video on how janky this exotic can be. I think the way he got it to give back the most energy was to kill arc debuff targets WITH the super itself. ie: blind a group of enemies then kill them with super for biggest refund
