I think I've figured out why Kerbin is almost entirely uninhabited. Most of the Kerbals live underground. If only because that they have VERY good reasons for fearing that the sky will fall on them. Sky, fuel tanks, deorbited satellites, space stations, even Kerbalnauts attempting to re-enter Kerbals atmosphere. Space exploration is so important to the Kerbals that they chose to move the entire population underground, rather than force their Space agency to worry about what kind of damage say a nuclear powered reactor crashing into some inhabited areas. Not that the Kerbalnauts would worry about such unimportant civilian casualties in the first place, not when there is tasty science to uncover. It's also why they have a nearly unlimited budget.
