This video shows two possible ways to fix the problem of “Access is Denied” when you try to run the bootrec /fixboot command in Windows. This command is normally used to fix a number of startup problems like “Windows Failed to Start A Recent Hardware or Software Change Might Be The Cause”, blue screen of death that says “Your PC Ran Into a Problem and Needs to Restart”, black screen on startup, missing boot device, et cetera. The bootrec command rebuilds the Boot Configuration Data file, that’s the BCD, in cases where the file is missing, corrupted, or isn't properly configured.
1. The first method is to recreate the EFI directory structure and reconfigure the boot files using BCDBoot command.
2. The second fix is to configure your USB with the 1703 build in order to run your bootrec commands without errors. (This process will not downgrade your Windows from 1803 to 1703, it only provides you the command line terminal from the 1703 build from where you can run the bootrec commands without error).

Hey men in list disk my computer told "there are no fixed disks to show "

Unfortunately I got stuck at the "bootrec /fixboot" part (3:55) with the Access is denied error. Instead of downloading the 1703 load and trying again (I didn't want to wait for the download again) I found the fix that worked for me was using your info up to 3:55 and then adding the info in Tlou Manamela's reply (one of the 143 replies to M. Asyrof Muzakki's reply that's currently located in the reply thread at 1 year ago below.
What Tlou Manemela wrote was: type> bootsect /nt60 sys then type> bootrec /fixboot .
That fixed my non booting Windows 10 that I broke when removing the dual boot Linux Mint sector. I wanted to share what worked for me since I just happened to fall on the reply from a year ago. Hope it helps someone else.

After bootrec /Fixboot i am getting access is denied what to do?
I think I may have found a fix for those of us who were able to get fix #1 to work up to the very last step but when we typed bcdboot c:\windows /l en-us /s V: /f all, we got the error messaging saying “failure copying boot files”. So much earlier in this video when we tell us to types list vol to list the volumes and then he says to select the volume labeled System Rese as shown in this video as volume 1 with letter C. He then explains how to rename the volume to V and then we continue with the rest of the steps. Well after fix 1 failed on the very last step I recalled that I didn’t have a volume labeled System Rese. The only volume I have are Volume 0 Letter D which is labeled Recovery, Volume 1 Letter C labeled Windows, and Volume 2 (no letter assigned) labeled SYSTEM.
The first time I tried fix 1, I chose volume 1 letter C and renamed it to V as he instructed. But I got to thinking that maybe it’s Volume 0 Letter D labeled Recovery that is actually the correct volume that is comparable to Volume 1 C System Rese in his video.
So first I went back into DiskPart and renamed volume 1 from V back to C how it was originally. Then I listed the volumes again and started where he says to select volume, but instead of selecting volume 1, I selected volume 0. I then renamed volume 0 from D to V. Your Recovery Volume May be labeled something other than D, but whatever it is, rename it to V.
So then after renaming my Recovery volume from D to V, I exited DiskPart. Before I continued with his instructions, I entered the command bootsect/nt60 sys and hit enter. Then I entered bootrec /fixmbr and after that was successful I entered bootrec /fixboot. After that was successful this time due to first entering bootsect/nt60 sys first. After fixboot was successful I tried the final step entering bcdboot c:\windows /l en-us /s V: /f all and my god it worked. I got a message saying Boot filed successfully created. I then typed Exit and went back to the windows recovery page and chose advance options and re-entered command prompt. I was able to successfully rebuildbcd and fixmbr, but right before you enter fixboot, you need to enter the command bootsect/nt60 sys. After you enter that command then you can enter the bootrec /fixboot command. Mine was successful. Now this is what fixed the fixboot issue and the issue with the final step bcdboot c:\windows /l en-us /s V: /f all

Your tip about newer installation media not allowing /fixboot was key to our fix. Fortunately we had an 8.1 installation DVD, which had an older version of the command prompt, and fixboot worked through that.
That's the most useful that 8.1 install disk has ever been!!

I have a computer that had the "BOOTMGR is missing" issue and ran into the BOOTREC /fixmbr access denied" problem and was getting nowhere with other fixes. The problem it turns out, is that this is an older computer that doesn't have UEFI, had been upgraded from 32 bit Win 7 and was on build 1803.
After creating the USB drive with the files you provided, I did as someone else did here, went straight to the automatic repair and it worked!
Talk about an obscure problem and even more obscure solution.
I was about ready to throw in the towel and do a clean install when I found your video.

Whata Legend. Got me going when nothing else on the net was working. The partition was no longer a master boot drive and the first option fixed it
had to download and use build 1703. /fixboot completed successfully. but then had to reboot again into advanced options and select startup repair. all fixed now. thanks!

yes it's confusing how build 1703 is downloaded from Google Drive. took me some time to figure it out.. here is what you need to do
1. after you go to EasyTechs' link click through to the the x64 or x86 folder depending if you want a 64 bit or 32 bit windows 10
2. click the download all icon
3. 2 files are downloaded. 1 zip file and an install.esd file
4. unzip the 1 file and place the contents on the usb
5. then put the install.esd file into the Sources folder on the usb
6. should be now ready to boot from usb

Thank you for the video to fix bootrec /fixboot access is denied. I am happy to find another fix. I used "System Restore" in the "Advanced Options" provided by the system, which uses a restore point on your PC to restore Windows, and successfully restored Windows in my PC.
If you get the error copying boot files, ensure you're typing the correct disk drive letter. In other words, D was my disk drive and not C

My problem was I needed the build 1703... your tutorial walked me through the process effortlessly! Then I had a RAW drive causing Windows to respond terribly slow (while windows tried to figure out what file system was on the vol) . All Good now.

How do i know which partition is the system reserve, if its not labeled? Help me please!
On some computers (I have a Lenovo ideapad touch) the system reserve partition is combined to the windows 8ios system. That’s what tech support told me, but online it says it could be the partition with 350MB for Windows 8ios...however that partition does not have a letter assigned to it. I haven’t touched either, so I am going to try a different method.
Just a guess but it is usually inside the c drive
It should be a volume with capacity between 99 and 350 mb

I had an error in /fixboot . Says access denied. Then i wrote "bootsect /nt60 sys" (without the "") and press enter. Now try again bootrec /fixboot and Will work. Then just follow these comands
bootrec /scanos
(It can find 0 or 1 Windows installations)
bootrec /rebuildbcd
exit

Acces is still denied
It's nice to partition your disk after installing Win 11, partition assistant can handle this perfectly.
To follow the instructions, volume D where my WinRE file is was selected and the letter R was assigned. No fixboot as the same message shows up: access is denied. But none shows up from the disk list and the cmd is running from x such as x: windows/system 32. The cmd DIR shows up. How to recover the OS disk c? None can be run from the Advanced Trouble Shoot so the cmd is the only option.
Thanks for the video. My EFI partition was a FAT32, 260MB. executed the BCDboot command to C:\windows and exited. Booted back up.

I would add that bootrec commands are meant to be used with MBR partitions, not GPT. This is also why you could get the "Access denied" error when using /fixboot.
For GPT partitions, you should have a look at bcdboot commands as shown in the video !

How did the first seconds, your command said it didn't have enough memory, and as I clicked command prompt my screen said the same thing, not enough memory
everything works till I get to bootrec /fixboot. I get "bootrec" is not recognized as an internal or external command, operable program or batch file. No idea what to do now.

If you had some data in C Drive and want to reinstall window again without losing data for that you can boot Linux on USB drive and run it live and there you can access all of your data and you can copy your data in external hard disk or other drive

Hi I followed the first solution, but I got access denied still. I also have system re and boot as available drives. I used system resto as you indicated. Still got access denied. I tried doing the second solution, but after doing clean to the USB in the command prompt, mark partition as active ebecomes grayed out.
type “bootsect /nt60 sys” without the quotations first and then “bootrec /fixboot” without quotations should work now!

Do not run the "bootsect" command (e.g. "bootsect /nt60 sys").
You don't need "bootrec /fixboot" or "bootrec /rebuildbcd" command if you use the BCDBOOT command.
The BCDBOOT command works on both GPT and MBR disks (Windows 10 and Windows 11).
I tried to run chkdsf but it was not wokring and I have to use third party tool to repair mbr to fix this issue. Ao mei partition this one is nice.
Hello, thank you for the working windows repair tool. this allowed the fixboot to be performed as your video intended to repair. It took me a little bit as your instructions on the usb were a little vague. When unzipping the windows file you need to copy the files from inside the windows folder directly to the usb root directory or the usb will do nothing. Second when performing the command bcdboot c:\windows /l en-us /s V: /f all I was presented with an error unable to copy files. (at this point i went back to diskpart and selected the v: drive and performed a command to assign it back to C: and then typed in c: to change to that drive and tried to perform the same command - the V: , but was still met with copy error.) what fixed my boot from here was exiting out of command and going to startup repair and performing an auto repair at this time the computer rebooted directly to my windows... You are much appreciated to have gotten me this far, I sincerely thank you as I had been awake for about 36 hours trying to get my windows back.
Even though I had the access denied issues, it was the commands in the first half of the video that fixed my problem.

MY FIX Nothing worked for me, I was getting access denied everywhere. In the end I stumbled upon this: open CMD and only type this: bootsect/nt60 ALL. Then turn it off and start normally. That's all it took! One line!

I had "Access denied" at fixboot and I tried this command :bootsect /nt60 sys
And it said "the requested system device cannot be identified due to multiple indistinguishable devices potentially matching the identification criteria"
Please help!

Hi Nick, thank you for another great tutor video. The first method doesn’t seem to work for me so I choose the second method. I followed the exact steps of your instruction and unzipped the windows installation files folder to a USB drive, unfortunately it doesn’t boot from pc. The very pc I am using will boot all other USB except this one. However I have pasted to Ventoy drive which I am now can see the folder, there is a setup executed file .exe in the folder, I am very much tempted to open it but I thought better to ask for your opinion since it is not auto booted from drive, would I run into any problem to install the window this way? Thanks in advanced.
When I get to: type in "cd /d V:\efi\microsoft\boot\" then after that I enter "bootrec \fixboot" I get "Access is Denied".

up until the cs /d V:\efi\microsoft\boot part was okay but i got the element not found error when i selected fixboot
Hi there, can you show what the files are supposed to look like in the USB folder? I unzipped it into the USB and it does not recognize there's an OS. When I downloaded it from Google Drive, it said it was zipping the file as it should, but then it proceeded to ask me to open/save like 5 different individual files AND the winzip file, but only the zipped file is listed in google drive.
Wrong order. First, try the second fix before trying to move files in your system.

Here is the fix
Go to cmd prompt then,
>type bootsect/nt60 sys
this will actually update your target volumes with BOOTMGR Compatible boot code) then try
Again by typing
bootrec /fixmbr
bootrec /fixboot
2021-08-14 impossible to boot my computer with the file you provided us!( shoud i execute first the .exe programme in order to make my bootable drive? Or simply drag and drop the unzip folder is enough?)
So if anybody can help me, i followed the steps up to \efi\microsoft\boot\ where it said there was already a subdirectory file named that that exists. i continued and when i got to bootrec /fixboot it says Access is Denied. Is there any way to fix this or is this the work of some sort of virus i may have accidentally picked up?
It won't work if i run chkdsk command but will work if I rebuild the MBR with Aomei

After "list vol" I entered it and it showed the volume thing but it didn't have anything under it and it's not showing diskpart
When I am entering v drive it shows this volume does not contain a recognized file system
I was follow the all process but while i am typing (V:\efi\microsoft\boot>bootrec /fixboot) then getting error ACCESS IS DENIED.

For anyone here just follow the first part of the video but skip ALL the /fixboot commands. Just do:
the diskpart
then list vol
then select the volume with only around 489 MB
then ensure it has the efi\microsoft\boot folders (mine already did)
then do the bcdboot c:\windows /l en-us /s v: /f all
Then just exit and reboot. Skip everything else in the video
Mine was fixed and working by following the above. Though mine wasn't c: that had my windows on it. Mine was e: So in the last command I had to use e:\windows not c:\windows. Just make sure you use the letter assigned to the volume containing all your files. If you don't know which that is, go with the largest one listed.

This is exactly what worked for me. The Windows boot manager partition showed up in my bios right after a restart with this fix!
WORKED! I initially skipped your fix to the issue because it seems to simple, and instead I tried all of other methods, including the 1703 build as well as suggestions mentioned by other viewers ..and nope.
I followed your steps exactly, and after rebooting the pc I was in utter disbelief whilst watching my system booting back again. Thank you!

This didn't work for me but here is how I fixed it:
diskpart
list vol
select vol # (replace # with the number of the volume that the windows OS is installed on (NOT the system reserved one he uses in the video)
active
exit
X: (replace this X with the drive letter of the USB or CD drive that has windows recovery disk on it)
CD \boot
bootsect /nt60 C: /force /mbr (replace C with the letter of the hard drive that has windows installed on it)
bcdboot C:\Windows /s C: /f ALL (again replace C with your windows hard drive)
exit
if it worked then you should be able to restart windows without the recovery disk

Update : well the first c: was actually a different partition from the second c: in the mentioned command

Well my dell laptop is not booting up (error 0xc0000098) and I have Mac. So after creating bootable USB drive from Bootcamp, dell laptop is not recognizing USB Drive. To explain, My dell default boot mode is Uefi with secured ON. I also tried with secured off. Didn't work on both options.
Then changed mode to legacy. And selected removable USB drive, error shown” operating system not found..”
