Great pattern! I am a little confused about the sizing for Adult. I would be looking at either the S or M. The measurement on the chart is 15" for Small and 16" for Medium. Then the chart says to drop the measurement by 6-7'. Is that the finished size?

yes, the reason why some charts will advise dropping the sizing by any measurement is because of the stretch to crochet work. If you work your pattern to the exact finished measurement desired with some items like leg warmers, it will be incredibly loose when you take the natural stretch that will happen working with yarn. So if you follow the advise of the chart you will end up with a perfect fit.
