    I agree with this video to a degree. Building work capacity is just a part of the training process and it is completely goal dependant. As far as being aggressive in the gym, I'm not sure what you specifically mean about this, but if you mean psyching up during training, I disagree. Save the psyche-up for occasional tests, like when you're going for a new 1rm, or some kind of competition. I'd rather train more often with less psyche-up and feel fresh for my workouts

    Shorter rest periods just means you're able to burn more calories. Lift moderate to heavy weights and rest from 2-3 mins if need be, no longer. You want to exhaust your muscles and by lifting heavy enough weights and enough rest time in between sets to go again is ideal. That's stupid advice to give someone.

      Shorter rest periods means you can work harder over a shorter period of time, which is important for people who actually have a life. I would qualify the above, though, by adding that you don't need more than 1 minute of rest for an arm curl. But if you're doing a very heavy chest or back exercise, you're not likely to recover in 45 seconds so you can put max effort back into the next set.
