I think I want to try looped-end tassels because I'm going to string beads on the stringing material and have a bead at the bottom of each loop. I may actually be using twine for the 'string' as the finished tassels will have an outdoor application. Maybe I'll string shells on the twine cordage.

You could but traditionally they are loose.
