The attempted murder of the Playa was justified, he took everything Julius worked for and began pushing drugs and kept killing innocents, the point of the Saints was to rid the streets of the gangs trying to destroy and own them. Julius saw that the Playa and Gat would not give up and attempted to end it, of course his plan failed and his trusting of the Playa led to his demise, he should have shot him in the back the moment he got.

Always thought Boss was kind of an asshole at Julius. I mean he raised a good point: Saints were former to stop the deaths of innocent and the massive drug pushing, but all that ended up happening was a shift in power, replacing one evil ruler with another. And yet Boss, despite almost being killed by that same thing they wanted to stop, just shoots him and shows no regret for anything.
The boss never cared about stopping the deaths of the innocent of stopping drug pushing. By the end of SR1 he was a full blown power crazed murderer. Julius was trying to do a good thing, but he made the mistake of thinking that the player character had any morals or ethics
When saints row 3 came out if you bought it you got a free download code for saints row 2. I've had it installed on my ps3 ever since. I like to boot up my ps3 every now and then just to play this and prototype 2 (plus infamous 1&2, mafia 2, saints row 3&4) it's just fun to boot my ps3 sometimes just to play some classics. To get to this Mission you have to go to the police headquarters in the Saints Row District. You'll find some markers in the station that indicate that there's wiretap conversations there and you'll find out that Troy arrested Julius. Dex found out that Troy was a cop but didn't care because he dropped his flags because he got offered a job at Ultor. Troy doesn't want to arrest his friends so he tells Julius that Monroe is willing to let him go if he convinces Johnny Gat and The Protagonist to drop their Flags. Julius knew that The Protagonist would never stand down so he planted a bomb on Alderman Richard Hughes yacht. Troy was really angry that Julius did that, but Julius insisted that the Saints were finished.

And he believed the Playa would understand it, because in the beginning of the first Saints Row, the protagonist was about to be executed like he was nothing. Julius was wrong in placing so much faith in the Playa,and being reckless enough to not be carrying a gun,so he could fight back. As soon as the protagonist is in charge of the Saints,their actions are no different than the Vice Kings and the other street gangs. And the protagonist does not give a flying shit for the number of innocent people dead due to their actions. The playa had to be stopped. Julius was right.
