- If you haven't cut the cord yet, Spectrum customers across the Greater Outer Banks can now access their television services in a new way. Xumo, a joint venture between Comcast and Charter formed to deliver the next generation of video entertainment, has launched Xumo Stream Box to Spectrum households in Corolla, Dare County, Elizabeth City, Ahoskie and elsewhere in North Carolina. Can Xumo be use without smart tv
Yes they can if you got HDMI port.

Why would I want this over all the built-in apps on the smart TV or even my Roku?? Too late to the game Spectrum, think I'll pass.
You may pass for now, but if you remain with Spectrum you will have no choice because over the next couple of years Spectrum is going to be phasing out cable boxes in favor of Xumo. In fact, new Spectrum customers signing up today will only receive the Xumo box.. not a traditional cable box.
