He already controled the orcs, didn't need any extra magic to bind them. He didn't know Hobbits existed because they effectively didn't exist when the rings were made. He only made rings for races he could corrupt. That is why the Eagles, Ents, and Tom Bombadil didn't get rings, and the less coruptable races got fewer rings that didn't work as well.
I always saw Orcs and Hobbits as not so much "peoples", as much as representations of two typical human condition: - a simple farmer living a simple life and enjoying the good stuffs in it without harbouring any higher ambitions, - a mindless rough brawler like a football hooligan and the likes who find joy and pleasure only in actions that hurt and belittle others but are easily manipulated and exploited The fact Tolkien based the Hobbits in residents of the English village he cherished so much, is a well documented fact. Orcs, I always assumed Tolkien wrote after the WW1 soldiers who went to war with joy and loved the killing, the aping and the other horrors of war; because in every war there are inevitably such people - and they must've sickened him. Sauron would not pay ANY mind to the first, and surely wouldn't want to give any power to the second as he planned to use and explit them. Just like most world leaders would do the same. Gandalf is written as an exception; he understands there is no help for the orcs as their condition is unfixable; but he understood that lives of Hobbits are what the wars are fought to defend.
All the rings were made for the elves. The elves could perceive Sauron when he made the master ring though so he recaptured the rings and gave them to the other races. With the knowledge learnt from Anatar/Sauron the elves crafted the 3 Elven rings.
Um, the Orcs didn't NEED any and Sauron hadn't even HEARD of Hobbits. 🤓😎✌🏻
