He could kill the dragon ball Z Goku, while in super it's hard because Goku's speed in compare of kenshiro right now is on a different level even though the dragon ball Z Goku is still faster, but from a fighting style perspective kenshiro is higher specially with his special Hokuto ki based abilities aside from pressure point attacks.
The thing I never understood about Jagi is why was he even allowed this far on the path of Hokuto Shinken? His true character would have been known to master Ryuken. Did the latter intend for him to become little more than a teachable moment for his other students? A living exemple of the kind of person who should never become successor?
The reason was never explained. I think Jagi was a good fighter but not a prodigy like his other brothers, especially towards his younger brother he always had a great envy that led him to hatred and then to madness. He uses little hokuto because he knows he is inferior to Ken so he prefers to use deception and cunning to prevail.
I’d say the reason was just that everyone had an equal chance at successor. If Jagi could beat them all, even underhandedly, then that meant it was simply Jagi’s destiny to be successor. It also might be that the disposal of all potential heirs is left to the inheritor, so Kenshiro would’ve been the one to stop his brothers’s ability, but since the bombs fell and Raoh killed Ryuken before he could really when the reins over to Kenshiro, they never got around to it.
There is a gaiden manga that explores Jagi's side story called "Flower of Carnage". Apparently Ryuken never intended to teach Jagi any Hokuto arts, and in the flashbacks it was shown that while Kenshiro, Toki and Raoh's relationship with Ryuken was more of a teacher-pupil relationship, Jagi's relationship with Ryuken was closer to a father-son one. A young Jagi misunderstood Ryuken's intentions for not teaching him Hokuto Shinken, thinking that he was neglecting him. (When in reality, his decision to not train Jagi in Hokuto Shinken was driven by fatherly love, I.e. the fate of those trained in the ways of Hokuto but failed to become the successor to the school is well, not pretty, and Ryuken wanted to ensure Jagi never faced that fate.) Unfortunately, Jagi never understood this and eventually Ryuken was guilt-tripped into making Jagi a disciple as well. Although he did tell young Jagi that this will mark the end of their father-son relationship. ("From this day onwards, you will not call me father, but teacher.") It was a moment of weakness on Ryuken's part that inadvertently set in motion the plot of Hokuto no Ken, albeit the canonicity of the gaiden is often heavily contested within the fandom. I suspect part of it is due to how it portrayed Ryuken as somewhat of an enabler that started Jagi down his dark path.
