I followed your instructions note for note and my glitch looks nothing like yours! So I have a better idea...just buy the sapphire plug-ins and use their digital damage effect - easy and it just works!
It's hard to achieve this effect in one or two tries tbh but you can use turbulent noise by learn now fx it's free, try with that one and cool thing is u just have to animate bright of noise if you use that plugin
