Usually yeah, but hunting game can also serve the purpose of keeping the population down to prevent them over-hunting other animals. Bodies do not generally go to waste, remains feed the land or people, be it through the meat or money it provides.
Hunting wolves imo aren’t really needed though they can control their own populations via wolf fights and starvation and other factors but the state governments of where wolves are would love to disagree with me on that.

The hidden achievement is where you have to get shot, but survive it amd run south back across the border. It took me a few tries but i eventually got it!
