Dude above is relatively right. Gideon tells him his powers are drained, not gone. His connection to his speedforce is weak and inconsistent (seen during the Hartley episodes of S1), but not gone. Even as Gideon tells him his powers are drained he’s still vibrating at superspeed. He can still harness the speedforce and use it, but it could cut out on him at any time. He uses that battery in his wheelchair and the Tachyon device to keep his cells charged with enough speedforce as possible so he can use it for a sustained period of time when he needs to. Hence why he has to use Barry - even if he managed to open up a portal to get home by superspeed alone, there’s no guarantee whilst running forward 170-180 years to his time, his connection would falter and he’d get thrown somewhere else in time. I think the writers should’ve done a better job in S1 to flesh out exactly what his issues with the Speedforce were, but for this scene it still works out.
