Locals in most Indian cities tend to know the 'right' places for street food. One does not simply walk to a street food cart and begin gulping down these 'chaat' items... that way lies madness (and sickness!). Also, while there seem to be many non-veg street stalls around bigger cities (more so over the past few years), I think the vegetarian stalls have many more customers. In most North Indian weddings (at least the ones I've attended), a paani puri cart is a must in the buffet.
