Tomorrow night Romania and Bulgaria will join Schengen Area so there will be no more border check controls on land, road and on rail and in the airports. Travel across schengen member countries will be free.
There's about 250 km of railway in Romania, split into 2 segments, that are currently in process of being upgraded, and those segments are usually prone to have trains slow down and gather more time than needed to travel along them. The fact that the train arrived with only 21 minutes late (note, the train also left 17 late from Bucharest) is actually very impressive!
