I had a problem like that on a 2007 Saturn Aura XR that I owned once, except it would act as if I was pressing the brake at random intervals. So, cruise control only lasted a few minutes at a time, and the brake lights would all come on, even if I was gaining speed.
Turns out, there was a recall for it that consisted of taking the harness plug out of the brake module and packing it full of dielectric grease. I thought it was a joke, but I bought the big tube of Permatex and did it... and I'll be damned if it didn't last just like that until I got rid of the car.

It cause the break light to stay on, even if the car was off. Witch cause the traction indicator to come on, and my transmission started to slip. Simply foe a faulty fuse. He changed it out, issue went away, brake lights stay off, only if applied. And no more slippage. That's was last June 2023. It took him 5min to do, and he did it in the dark..

i never got this damn design. my car from 1997 has this too. when u step on the brake pedal, its doesnt just complete the circuit as we think turning on a house switch energerizes a bulb. its kind of the opposite. theres always power going to the brake lights, the rubber grommet/spacer hes talking about is always touching a switch that is an "off" switch. when u press the brake, the rubber spacer releases the "off" switch, activating the brake lights. when that pieces breaks, the "off" switch is off - resulting in an always "on".
