I tried this after you gave his chanel a shoutout the other day. If a zombie kills a unit, it always spawns another zombie. When a zombie dies, all zombies get +1 mutation strength. I spent some time killing zombies with zombies and they became absolutely insane.

I’m pretty sure this is exactly what the Civ developers were thinking of when they made Quin Shi Huang’s new ability. Definitely they thought about how this ability would interact with zombies mode… More seriously I’m so glad this works like it does. I’m going to have to try this challenge myself!

Your comment on making zombies I feel is legit. Honestly only when this mode is active, have a special civ available that isn't a true historical civ, and have it be basically you versus the world. In the initial stage of your game as long as you don't give open borders, and you don't have an owned zombie unit on the field, the other civ factions will still trade with you. Meanwhile for the early game you can set up zombie barbarian camps to make in general hostile zombies that attack anyone like the normal zombie mode, and shortly after the classical era through either a tech option(your tech tree will have some regular techs for economic and development, but all unit related tech is converted to zombie bonuses) or a pantheon option (you only have one pantheon you can choose, and it is subjugation or control of all zombie units like dead space markers, or hive minds) your tag is switched to being hostile to every other civ. However, it isn't like you research or pick this option and you become instantly hostile, you can still pretend to be a nomie civ until you click a button or build something. You have a domination victory (if you turn the other civ's capitals into a zombie city), science (creation of a dead space like entity the brethren moon who can create markers and spread across the universe), and a religious or cultural victory (self explanatory in regards to the people of the planet accepting zombies, or your religion which creates zombies).
If you're interested in a challenge: it is possible to beat the game via culture using only the Biosphere and green energy as a tourism source on Deity. This means no Theatre Squares, Entertainment Complexes, Great Works/Relics, Walls, Wonders (besides the Biosphere), etc. I did it a while back and it was a really interesting game.
I've done the Civ V version of this (on a lower difficulty) and it was fun. I only puppeted cities, so I never fully controlled a single city, and they just automatically built buildings, and no units. It's a 2/3 chance to take a barbarian unit when taking an encampment, and no zombie mode, so it works somewhat differently. It's fun to do a weird playthrough like that, though.
The new Qin makes it actually possible to play the game by taking over the world with a horde of zombies. It turns zombie apocalypse mode on its head and now you're the zombies.

Hey Potato, you said zombies should not raze cities and should be zombie spawns so in my mind I think: Zombies capture a city and automatically converts all its population into a zombie unit, every district and improvement gets pillaged and that city doesn't flip to loyalty, it needs to get recaptured to avoid spawning more zombies.
A funny thing to do would be to settle your capital, drag tons of zombies around it, and since they can't take your capital l, in a few turns, you could create tens of zombies!

The battle Royal mode is what your looking for. You get modern tech units, and must defend your settlers while the hexes close. And all the “civs” have unique abilities such as being able to build traps or…well…zombies.
There should be an option to build a graveyard. The graveyard should let you build zombie units. They could require a unique resource (bodies). You gain one body any time you kill a unit. Maybe it could be a benefit of the Sanguine Pact. I'd also like to see a no city mod where you could have moveable 'camps' that could manufacture things... think of hordes of barbarians who raise an area and then move on, maybe converting a portion of captured enemy cities to units.

The trick you used with builders works with all non-combat units i believe. I used to use missionaries as city-garrison disablers more so than religion spreaders.
No need to be civilised and waste carnage time with buildings, improvements or wonders....eat all the barbarian brains, then spread war, chaos, and a plague of unstoppable mutant spuddies to infect and pillage everything for the win. Excellent domination rampage Lord Zombie McWhiskey! 🥳
