I've never known sand flies to be deterred by the fact that you're moving. I remember visiting Ngunguru with my family, and we were running down the beach to escape, literally choking on sand flies. We were completely surrounded by clouds of the little monsters; biting, in our ears, eyes, and throats...and they had no issues with keeping up. Edit: we were all doused in citronella oil, but it was like the wee beasts had been conditioned to associate citronella with walking meals.
