Does WhatsApp call show busy?
It will show busy. But whatsapp will connect the call if you and other person both try calling each other simultaneously.
How can you tell if someone is on WhatsApp without calling?
You Call The Person About Whom You Want To Know. If He/She is Busy There will be Busy tone and A Pop up showing they are on another call. If they are not on another call it will show ringing and the other person will pick it. Thats the way to know.

Thank you . Now my doubt is cleared. So basically when you see someone online and your messages are delivered but when you make the voice/video call. It shows only calling that doesn't mean that their data is off or they are having bad network. It clearly means they are on another voice/video call. Technically it should show they are on another call but it's showing only calling , i don't know why but it is the truth.

If I call someone who blocked me it will only say “calling” hearing the phone ringing but other end doesn’t know there’s a call. If it says “Ringing” that means it’s going through on their end and that means no block?

She is definitely talking with someone else on WhatsApp call. I have practically tried with my three phones and I found the same thing.
So the conclusion is :
If you are calling someone on WhatsApp and if it is showing "calling" instaed of "ringing" and if your messages got delivered instantly to that person then that means that person is busy on another call on WhatsApp.. (Note : they will get your call on their phone but you will see only calling). This is the worst bug / issue on whatsApp.

Send a text if double click person is on another call, if single click then person has no Internet or not active WhatsApp.
Simple, if calling shows it means you are blocked, if ringing shows it means your call successfully reached the number you calling

Unfortunately, you cannot tell the difference whether Sally is busy or not connected. Whatsapp will give the same indication for both of them (Calling indication)

If you call a person who is on another call then it show "calling". To confirm, you have to send a text and you see double click, the person is on another call and if you see single click then person doesn't connected to Internet.

I’m so glad you posted this. I called my boyfriend via WhatsApp video and it literally rang once and then immediately turned into a set of busy signals. He claimed his phone died and he had it on the charger while he fell asleep. An hour later, I called WA video again and it was ringing normally.
