Nice! The 360 degrees arc skill is for shield-wielding guys (always in the front arc). Kind of needs a cheap skill user boosting a much more valuble model nearby (withh good shooting)? I whould prefer team work activating an extra guy when it suits me instead. A very cool thematic "gang" does look weak but not hard to tweak need be.
The shield is only used in vision arc. So you can give a shield subjugator 360 +1 to their armor from shooting for a bit... is it only potentially? That's an extra nerf it doesn't need. I think it's better as a later skill.
Palanites do not have specialists. They can simply take any weapon from either the Palanite or Subjegator subgroup and otherwise have no weapon restrictions. Another note is that all enforcers essentially have "Tools of the Trade" as their composition rules state that if they have more than 3 weapons they simply fill out multiple Fighter cards to represent different loadouts. Captain and Sergeants have access to Leadership skills as Secondary. Page 33 of Book of Judgement llists skills for each gang member, and all have access to several (thus no specialist is not an issue). The Book of Judgement also states that they can gain equipment by "scavenging" - which we always interpreted to mean they could use the trading post. They also have a pretty sneaky campaign play during Dominion campaigns in that they can gift off territiores to force a tie to those gangs competing for the Dominator Triumph and score the Peacemaker Triumph for themselves instead.
As far as I can see, Patrolmen are Ganger type fighters and so have to roll on the random ganger table when they gain XP, as opposed to choosing your xp upgrades as Champions and Specialists do. They have no weapon restrictions though, as I said in the video. Yeah, Tools of the Trade is a thing but then it's a gamble which load out you get in "random crew" missions. Secondary skills are essentially worthless imo, because they are randomly generated and there are very few skill sets without duds. The updated rules seem to be changing that, but as of this video they are not out yet ;)

Even so, in no way worth giving up a whole activation to get it running imo
they're a blast to play. Especially if your starting quoting Judge Dredd when you play!
