A panther isn't a species, but a sub-family. It's tigers, leopards, snow leopards and jaguars. First, it was spotted cats, then, since tigers aren't spotted, cats that roar, but snow leopards don't roar, so I have no idea what it means now except I'm pretty sure there are no steel ones. Maybe its a reference to the German tank? That would make more sense. That must be it.
It definitely doesn't include handicapped dogs on a wheel.
