I'd agree with the Padres to make their minor league pitchers prove themselves in AAA El Paso and their hitters to prove themselves at AA San Antonio. The PCL and El Paso have a reputation for skewing heavily in favor of hitters, so that means pitchers should be tested more heavily and need to find solutions for difficult situations in El Paso. But, a high ERA might mean that the pitchers aren't passing their tests... They need to keep their ERA down around 4 to prove they're actually solving problems and not simply taking the punches.
