Spice.......next time you engage in dam building debate,call charity ngilu...... during kibaki's reign, she was mandated to oversee construction of about elleven dams.
Hardly any (?)was done,and those that were started neva saw light of the day!!!!
Rumour was abound!!
I personally hold her responsible for the mess we find ourselves in ,in regards to water harvesting proposition.
No wonder she failed as a gavana in kitui ; neva made it for a second term.
