Kenya has had appointive leaders in the major cities before and they were just as lousy as the elective city fathers whom they replaced. Most cities all over the world have elective leaders and the results are mixed. Si the question to ask is,"why do some cities with elective leaders succeed while others fail! Why do others with appointive leaders succeed while others fail?"

Point is real middle class in Kenya is marginal, very small in size. Middle class is anyone spending 2,500 upwards daily. Its about spending. Someone with a suv rav 4 or crv etc. Someone paying rent of 40k upwards or living in his own compound . This group isn't the majority.
Because of those slums and under education, Nairobi will never have good leadership. Kenya needs to move it’s capital city because Nairobi is beyond any reasonable planning to fix it!
All upmarket and middle-class settlements have each intentionally been paired with slums so that the majority of the voters in the constituencies are from the slums. They can be easily compromised with a few coins, so, we'll always have the worst of the worst politicians in the world. Democracy for Kenya is the worst system. (my opinion).
But these ppl in the slums have chosen to live from hand to mouth any long term plans they don’t want.If someone is promising a better future why not take a chance poverty can be a mindset.

But principles of urban planning still apply pretty well in other countries where there is no restriction of movement. Colonial restrictions leading to better planning is just a lazy excuse for post independent leaders after they had failed to guide urban centres into better planned and more livable cities.
I think that's why moving to a developed country without enough proof of residency or work is such a hard task....coz if they allow folks to move in there anyhow slums will simply mushroom. Unfortunately in our country, the opposite is true.
