You seem knowledgeable on WB Greenstar. I have a 38CDI. My Plumber is clueless, he thinks the DHW Heat Xchanger is blocked, but I did some troubleshooting.
I took a look at the DHW Block diagram in the manual and checked the following.
    1. CH, working perfectly
    2. Hot water only runs hot for about 2 minutes
    3. CH off, ran hot water, boiler not switching on when demand is present, Rads, not heating up, so Diverter Valve is OK.
    4. CH off, and cold, ECO mode on. Ran HW, ice cold. Repeated several times absolutely no hot water in ECO mode.
    Conclusions
So DHW preheat working, but after the pre-heated water used water runs cold and boiler doesn't Ignite, pump and fan not running.
In non Eco mode (Normal) the boiler periodically starts up to regulate the pre-heat water temp, then switches off at the demand temp, so temp sensor is also OK.
I suspect the Flow Turbine is seized or faulty. Not generating DHW demand to start the boiler.
I'm not a plumber / Boiler Engineer and I've never worked on a boiler before, but I have 40 years plus troubleshooting experience.

Was it the flow meter causing your fault? My boiler is showing same symptoms

    Good Evening,
My boiler has the exact same issue. Can I ask where you bought your replacements from please.
    Thanks Andy

I got a leak but its coming from the back of the housing near the heat exchanger. Could it also be flow turbine adaptor thats perished or does it alway leak from the front if this is the case?

Most likely either a Pin hole leak in the return manifold or bad O-Ring - Im sure you've gotten this fixed - Im replacing mine now.

Did you reuse the flow restrictor part into the new adaptor?

Hi, I replaced the flow restrictor also. Think it came as part of the replacement pair.

MrHeatsmart I used the original flow restrictors

MrHeatsmart do you think these adaptors could be hard to find in six years time (how long mine lasted)?
