@tempzira They simply didn't need to know, better if they didn't. What if they start asking questions and acting in information they recieve, ruining your operations? Better to keep them in the dark so they don't hurt themselves or ask questions they don't want the answer to.

Even if they're technically all on the same side, the compartmentalization of information and budget obviously guides the different objectives of each of these agencies, and some of these objectives will inevitably be incompatible with one another.
Based on a true story. Chickie Donohugh was in Vietnam for 4 months. Due to his appearance and unwillingness to show anyone what was in the bag he was treated as a secret agent which allowed him to travel around Vietnam with military escort.
Because CIA agents that are trying to blend in are usually on important covert ops missions. Counterintelligence, counterterrorism... all sorts of things that a simple captain would be chewed out for if they impeded. These operations typically come from very high up and you wouldn't want your name on the desk of the CIA Director
In an earlier scene he is with soldiers and their LT comes in and sees the soldiers drinking with him. He starts to yell at him but then starts to realize he’s prolly CIA and the LT ends up leaving him alone and the soldiers all say that the LT thinks he’s CIA. He already knew he looks like CIA in this scene.
