@@ramennightit’s true in most states that a sheriff can override all other law enforcement in the sheriff’s jurisdiction. Sheriff’s are elected in nearly every state. I could tell you at least one good story of a sheriff overriding feds. The flaw in the state police appearance is the leader exclaims, “What are you doing in my county?” That’s a sheriff thing to say. I realize a dramatization won’t have the exact lines in many cases, but it does seem odd. Probably a writer unaware of the separation of authority between different agencies wrote that line. It’s no big deal, just like the oddity in Hollywood films of hearing a dial tone after the other party to a call hangs up.
The Hollywood area is one of the few places in the US where landlines behaved like that at one time, and it depended on who placed the call and who hung up first. It was inaccurate for most of the US, but it’s what the writers knew. It became such a standard film and television trope that it is still used today and even when it wouldn’t make technological sense, like on a cell phone.

The great actors of the past tended to be "one-note" actors. You knew them for essentially one role. Tom Cruise (and a few other actors, such as Mel Gibson, Tom Hanks, and Sandra Bulluck) can play any character in a first-rate way.
