Depends on what you want to get out of the tree. If it's a windbreak probably leave it. If you want it to look nice, removing the dead branches is probably your best bet. But sometimes that is also not aesthetically pleasing. The clinic 'rarely' sees rhizosphaera needle cast on younger trees. Wonder what the tree would be diagnosed with?
