    On Monday, Macron caused quite a stir when he apparently suggested deploying Western troops against Russia. These comments didn't go down well with Germany's Scholz, so, in this video, we take a look at Franco-German relationship, and how this falling out might change the balance of power within Europe.

      @@robsch21 Oh it is a good sign. It shows that our democracy still works and even if opinions differ, we manage to come to solutions without major escalations. But just to be clear, as a German citizen, I wholeheartedly agree with Macron. Macron is currently showing Russia, and most of Europe how it should be done, also in regards to putins backyard, where France was the only country to step up defence commitments to replace the Russian Military in the South Caucasus. Basically challenge Russia in every way, shape or form to apply maximum pressure.
      Trust me when I say Scholz is 100% just sitting and waiting for the next elections, where his party will very likely lose in a landslide. Once we get a real Chancellor, those relations will return to their normal state.

      Macron is like your younger sibling, that knows that he has not done his chores and starts to blame its older siblings wich have done them. (look at delivered french and german aid from 2022-2024, france is not doing shit here)

      To be fair even the Polish and baltic leaders denied Macron's comments. France needs to better communicate their strategy.

      The only reason Europe has no army is that every country that has been under soviet control are too afraid of Russia and prefer give their souverainty to the USA than taking any risk of being invaded

      As of now, I think you’re right. It’s a promising idea, but can’t really exist without the EU becoming a more solid political entity in its own right. You need a central command for an army to work properly, and the EU is still a collection of states more than anything.
      The only thing that could conceivably push a bunch of free states toward giving up sovereignty for unity would be another, greater threat to that sovereignty. Though Europeans sympathize with Ukraine, I sadly don’t think the war could get the ball over the line. Something like an invasion of the Baltics might, though.

    This is a dilemma for democracy: you should be transparent for your taxpayers, but you should not be transparent for your enemy. I would say Europe is too transparent in it's military operations. Enemy will allways know how many tanks do you have and where and when planned maintenance were held on them. This is too much to reveil

      This is why democracy is such an inherent illusion. Yea, it protects our right. Yeah, it makes sure police officers can’t break into our homes and break our fingers, but inherently the military is never gonna open up to a free media, which is why democracy and militarism doesn’t funk well. There are things the West’s military never admits to.

      It is not a dilemma for democracy. It is European complacency in its prime.
      For 80 years Europeans have lived in the state of uninterrupted peace and have lost touch with reality as a result: EU has been making big bucks while letting USA pay for its security.

      The problem seems to be that Germany doesn't learn. She, along with France in 2014 vetoed accession of Ukraine to NATO citing Russia's "security concerns", which paved the way to Russia's invasion in the same year. Then, it barely reacted after that, trying to further incorporate Russia's economy into the EU with pipelines for example, hoping it would deter Putin from escalating for fear of hurting his country's economy through sanctions. Once again, it failed, and here we are right now.
      Germany seems so afraid of her own past, she'd rather live in carebears land and hope that if she's nice, people are gonna be nice back, forgetting that dictators only see niceness as weakness to be exploited. Stalin was like that, and I see no indication that Putin is any different. Back in the day, Germany had a leader the likes of Putin so she, more than anyone, should understand how to treat with such people.

    German foreign and (geo)economic policy have been the most frustrating failures within the EU. Past performance is not always an indicator of future results, but Germany has consistently been taking the wrong decisions for so long now that I simply believe their politicians are grossly incompetent when it comes to understanding geopolitics.

      Germany's previous arrangement of them and Europe as a whole getting much of it's energy supplies, together with other economic and geopolitical factors meant that Germany was guaranteed the spot of largest economy in Europe. It was very successful in that regard and it's very politically unpalatable to change direction.

      As a german it is so frustrating. Key industries are allowed to be sold off (like the robotics company kuka), but instead we have protectism and subsidies for big companies with obsolete business models (like ICE car industry or coal industry). There is zero plan for anything anymore, the main focus seems to be to survive another fiscal period by squeezing ever more tightly the tax payers.

      Germany currently provides 10 times more aid to ukraine than france. and 32 times more military aid in goods (ammunition, equipment, tanks etc)

      Agreed but the issue with that is the Nato question. EU member states aren't budging for themselves or Nato let alone an additional military alliance. In order to get an EU army you'd need to leave NATO to have enough troops and funding.

    Germany is too cautious. They don't want any level of progress and change. They want to be comfortable, which is not a good strategy in the current world situation. They are going to lose if they continue in this way. They are already weak, and they grow weaker by the day. Even the France, that was always striving to be a more neutral state, takes more defined position than Germany

      Who considers France of trying to be neutral completly ignores what they are doing right now in the world and what they did in the past.
      What exactly is germany going to loose here, by staying "neutral"? The political influence isnt decreasing, no lost lands, but germany is loosing a lot of money and military capabilities, because it didnt stay neutral. If germany follows france and puts boots on the ground, what would be there to gain? The 2+4 treaty restricts germany from getting the lost lands like Königsberg back + limits the size of the german army, which is a great show of trust towards germany btw..

      The EU must seek peace with Russia and stop fighting proxy wars for the United States. Russia has repeatedly warned that the NATO expanding directly to Russian borders is a red line not to cross. That was also a condition to return the GDR to Germany in 1989/90. Now don't act surprised that Russia defends their red lines. Imagine what the US would do if Russia united with Canada or Mexico.

      Keeping their own electorate guessing would sadly be political suicide in many of these countries. They are not presidential democracies where the populace more or less put their trust in a single supreme commander of the forces during elections. Also at least in Germany, while supporting Ukraine is still popular, it is only moderately so.

      Yes, at Munich 1938, Chamberlain forced Daladier to follow him by closing eyes and putting hands on ears... everyone knows what happened after. Putin was an autocrate which was emprisonning his strongest opponents, but he has turned dictator, and kill everyone which are now opposing to him or even the one which is looking him "suspectly". I still hope russian people will wake up and put him down, but it's so long time I wait, I'm fearing it will never arrived till his death, for sure.

      Germany sends significantly more aid than France. France has just been very succesful in shifting blame and it seems like it worked well on you. While France is posturing here it is among the EU nations that have sent the least aid per GDP.

      You fall for the propaganda of macron. Germany provides far more assets to ukrain then any other party in the eu. Germany also delivers some of the most advanced tanks and military equipment overall.
      To say it rudely: France dont have to think about such stuff because their military Equipment is hot garbage in comparision to germans. That also means if germany delivers their weapons the capabilities of ukrain drastically increas to amounts germany doesnt want. Germany wants ukrain to be able to defend themselfs but not to attack russian territory. French weapons are too weak to archive that realistically with german weapons on the other hand... strikes on moskau are very likley to be able to archive.

    It's good that Macron finally is not taking this passive stance when it came to Ukraine anymore. I still remember when Macron was effectively saying Ukraine shouldn't win "too much" from Russia as that would be a provocation against the Kremlin and was sort of implying that they should let the Russian take their territory.
    Also it is sort of frustrating to me that many of the French left (e.g. Jean Luc Melenchon) seem to still take this naïve uninformed pacifism and keep blaming NATO for their "provocation". Many French people also seem to think that France operates in a vacuum and have the classic "but what about the working-class" mentality when it comes to sending aid to Ukraine...

My interpretation is that sanctions shouldn't go too far against the population and we shouldn't call the Russian out too much as it's uneffective and would push them toward extreme nationalism. But it's my interpretation. Like he often does, Macron said something ambiguous that everybody can interpret as he wants.

      I see where youre coming from but I dont think thats the reality here. We do not have two calculated sides looking for victory. We have a dictator who wants to put himself into history books by claiming land and expanding the empire he will leave to his successors. And he will do it at any cost. He doesn't care if that means 100k or 2 million Russians dead. It also means, if push comes to shove he will be willing to use nukes. And thats a problem. Because you can win all you want, once the nukes are flying its dunzo.
      And thats why I see Scholz's response as fine. I agree, since Macron didnt say he wanted to send troops there was no need for such a clear and fast statement.
      But I want to mention that 1. for France to be attacked, Russia has to pass through Germany or send missiles through Germany. Macron and France being more calm and relaxed about it all is understandable, in the same way Poland and the Baltic States are much more concerned about a war than Germany.
      Lastly, I think its important to understand Scholz is not foreign minister, he is the chancellor. And in Germany there is a very strong distaste for war in general and decent pressure to keep Germany out of any military altercation at any cost, some even want Germany to disregard Ukraine completely and focus on itself. Scholz needs to be stern about not wanting military confrontation to his people.

    It is fair to point out that age may be a factor here. The Macron government has a young leadership that is more open to risk taking and temporary discomfort to achieve long term goals, meanwhile Schultz and his posse are veteran in politics and at the image of Germany itself are aging and less willing to jeopardize their relatively comfortable lives. In reality, events will dictate who is right. As for me, I believe if the EU wants to have a future, they'd listen to Macron.

Neither is Germany, but it spend the entirety of the 20th century either at war with Russia or under the shadow of a looming atomic war with Russia which would have been fought on German soil. UK did brexit, France has decided 20 years ago that she won't be anymore co-leader of the Titanic and Italy is in difficulty of her own...     I think its confusing for the uninformed. But Macrons statement makes sense if you contextualize French defense policies and acts.
    For example, Lets take Nuclear weapons policy of the two major Nuke countries against france; its simply something like this :
    USA - To convince the enemy the risks, retaliations after an attack outweighs than the gain of the initial attack it self.
    Russia - Use the Nuclear in advance to make sure that the destruction is Nuclear is mutual.
    France - We will use Nuclear whenever we want, whereever want, in any scale we want against any enemy.
    Meaning Frances Nuclear policy is not a deterrence policy. They fully embrace it as an offensive capability, and is just another arsenal in their pocket.
    So if you view in that context. As the President, Macron cant say "oh we will not send .." but then again as their policies go, "we will send..". Rather its better to balance it out and keep it open. Sure your neighbors wont like it. But it is what it is.
    What I like is the British response here though : ".. Have no plans for a large-scale deployment". I see what you did there UK.

The french nuke policy is the following : france authorised herself to use strategical nukes at ANY moment and full scale if any of these reasons are on the table 1/ France has or french troops are nuked 2/ France of her troops are attacked by chemical and/or biological weapons 3/ if the vital interests of France are CONSIDERED as severely threatened... this last point is enough "dark" and unprecise to make any reason to use them. Then france has another policyt for tactical nukes and in the western european block, france is the alone to have a component of tactical nukes on Rafale and Mirage 2000N. France authorised herself to use Nukes for one or 2 reasons in these : 1/ Her army, even on a battle field out of France is in true difficulty and 2/ if Russia (USSR in her time) was to begin a full scale conventional offensive. 3/ as final warning before using strategical nukes, France may send one or 2 tactical nukes to say "stop, it's enough"... You see the point ? In the USSR time, the red army had several plans of invasions of western europe, after 1966 when France has created 3 nukes components, in ALL these plans released after the fall of the soviet union, they decided that the red army shouldn't encircle french troops and at least, they should never cross the french border, because of this specific nuke policy. (And USSR were also aware that France had known a harsh occupation in 1940-1944 just as many parts of european USSR had known, then they knew that French will NEVER accept it again). macron has spoken about this nuke policy and he said it was still the same, at numerous occasion, during his speech for elections and also when some foreign journalists asked him.
      And the one which is the most talking about attacking others and with nukes, it's Putin, not Macron.

      60% of european aid are currently shouldered by germany alone. (22b$ for the last 24 months just from german bilateral aid going up to close to 30b$ with this year, of those 22b already 18b are just military goods like ammunition, heavy weapons (aka tanks etc) and equipment)
      The next largest european economy, the UK, is bringing 16b$ total aid to the table in the last 24 months, of this 9b$ are military aid.
      France is a barely smaller economy, but 3rd largest exporter of weapons inthe world. France brings in 1,8b$ over the last 2 years and of those 635 million are military aid.

    And France is bold on this one because of Polish and German land, air defence and troops between them and Russia and article 5. Remove that and they'd shut up. Wanna send money? SEND YOUR OWN MONEY FROM YOUR OWN BANKS AND BONDS - making the entire Europe share the monetary burden is selfish.

    I feel sorry for France. They have a very developed diplomatic - political system and are emotionally much more mature than the other European states, especially Germany and Eastern Europe. Spain and the Netherlands also have potential. but the rest has reached its limits.

      Thee triangle and the fraznco-german thing is just powder to the eyes... Germany is now in charge of EU, and alone in charge, since Lisbon treaty ratification. Many countries wanted to help Greece (in which france, Spain and Italy), just because Germany said no (followed by the little dog NDL), the summit of greece made it hard way for the Greeks... there are numerous choices done by Berlin and imposed to all of EU which are questionning : th eindexation of the price of the energy on the Gas price when nuke plants was twice cheaper, has killed the few rest of the french industry and many other countries. And the choice to have almost only Russian for their gas and their coal has puth german balls in Putin hand, but also all EU in his hands as all our economies are udner german orders. If you didn't see we are under the german 4th reich, a softer (in appearnce) reich, less visible, but much stronger, then you miss the most important thing !

    Macron is literally just posturing. Germany has sent more aid to Ukraine per GDP than France. Almost 10 times as much. The idea France is some sort of grand leader in Ukraine aid and Germany is dragging it's heals is absurd. France is trying to do as little as possible while pointing at everyone else at this point.

    As a french, I can tell you that Macron is not appreciated by the french. He is ahead of the European elections and knows it. So he says anything, particularly about sending troops to Ukraine. It is out of the question and the French massively reject his remarks. Believe me, he is disconnected from the French and no longer really represents the people. He cares more about Europe than his own country (farmers, immigration, etc.). That's a problem.

      they are capable of striking targets down out to the Kerch bridge (as we have seen that they can hit targets next to the bridge).
      they didnt hit certain strategicly relevant targets that are absolutely in range (like the Kerch Bridge or russian airports and ports etc in the Rostow Region in Russia)

    Macron has simply said aloud what everyone else knows: if Ukraine's defence crumbles from lack of weapons and money, Europe will either have to intervene directly or accept Russian satellite status. He was the first to say that Europe could no longer depend on the USA, and he was right about that too.

      @@zhufortheimpaler4041 I support the current absolute levels of support coming from Germany both directly and thru EU funds - but there is still lots of room for improvement, and by % of GDP which is a much more fair number for comparison between countries to look at, Germany ranks at number 10 barely ahead of the UK and far behind the baltics, most of the nordics and the Netherlands. Macron needs to massively increase his contribution, so far it has been laughably small and is making himself see quite hypocritical, but that doesn't change the aforementioned facts.

    I'm not always the biggest fan of Macron but I agree with him on this. The EU needs to support Ukraine more and we also need to create a stronger defense industry since we can't keep relying as much on the US when the presumptive Republican nominee and an increasing part of the Republican Party become more isolationist and anti-NATO. Germany's fiscal conservatism is also ridiculous. The debt break is partially responsible for German infrastructure and Deutsche Bahn being as bad as it is and their economy becoming increasingly bad. EU bonds and investments should also be done to help with the green energy transition

    There is something missing in the video: Germany is making a much, much bigger effort to support Ukraine than France. Both militarily as well as at the humanitarian level. Afaik Germany is hosting 1.2 million Ukrainian refugees vs. 0.07 million in France. German politicians dared to criticise that lately and the French prima donnas feel offended, thus their sharp reaction.
    There is a lot to criticize about the current german government but France trying to push their protectionist agenda in the current situation is beyond absurd and could weaken Ukraine's position.

    Macron talks easily. France has a much stronger military than Germany and is a nuclear power. France is also geographically much further away from Eastern Europe. Even the war-loving Poles didn't like Macron's statement.
    Germany is being pushed into the war efforts by the other NATO industrial states like France, UK and the US, but has no nuclear weapons arsenal itself (there are many American nuclear weapons on German soil, but US approval is required to use them, so their availability is not 100% certain). Germany recently overtook Japan as the third largest economy in the world. If you ask Germany to play not only in the economic but also in the big military game as well, it must also be allowed to have a big bat.
    As far as the German government coalition is concerned, especially the FDP: ironically, the FDP is the party in Germany that is politically closest to Macron (at least domestically).

      Germany isn't aware of that. Germany has her balls in Putin hands since they deiceded alone to put them in by buying almost only russian gas and other things... They forced EU to index the price of the energy on the gas rpice, when france (by example) has 80% of her electricity was produced by nuke plants and was twice cheaper than the other way to produce energy. A nation is existing by the will of the people, being European is not being part of a nation but of an idea, a concept or even a spirit. Germany has slowly took the power in EU, and no one fought the danger.     TLDR leaves out half the story.
    - Firstly, there is not enough arms production in (EU) Europe for Ukraine, so Germany has long been demanding purchases from all over the world, which France had blocked until 3 days ago.
    - After the US, Germany is Ukraine's biggest supporter, while France sends shockingly little support. That's why Germany is "angry" with France. (The United Kingdom plays no role in the internal EU security debate).
    -Another key difference: In France, the president decides whether there will be military action. In Germany
    Parliament decides. The Chancellor can only decide alone in an emergency (sudden attack, etc.).

      Well yeah. France have been the largest weapons supplier to Ukraine between 2014 and 2020, you would think we will save also our own military and not give away everything to Ukraine ? And say we send "little support" is dumb, considering we are advokating also for Ukraine to have their own miilitary industry. We gave them billions to do exactly that and not always be dependant on foreign support.

      There is not enough arms production. Thats the whole point. Macron wants to develop european arms production whilst Germany stays complacent.

      @@ad3l547 in the 2 years france barely send more than estonia. (540 million € in value, while germany slapped 17 billion on the table.)
      in the 6 years between 2014 - 2020 france also broke EU Export restrictions to russia and continued to deliver military hardware like thermal imagers to the russian armed forces.
      And the "pre war exports" to Ukraine (for wich ukraine payed with their own money by the way) is still in the single digit billion range.
      France is basicly doing shit

    Excellent insight in the core issue. Perhaps one of the reasons of acute differences between both governments is that the war and particularly EU's reaction to russia has taken a toll on Germany poilitics, the german ruling alliance has suffered tough losses in recent regional elections and prospects are not any better. Macron has proven a teflon against fragmented political opposition and truly said its nuclear-based grid has helped a lot to insulate the country against the energy supply crisis affecting the rest of europe. Good report.

    To be fair to Germany, they may not (yet) have approved the supply of these missiles, their contribution to Ukraine, militarily and financially, overshadows that of France. Even countries like Denmark, the Netherland and Norway contributed a lot more than France did so far. Macron likes to be the showman and point the finger at Germany, but he shoud be looking at himself first.
