I wish there was a solution I could just give you but it's mostly building knowledge through trial and error. You can use the SSL/SSR cheat sheet online as a starting point but that's only a guideline.
One guideline a person told me is that as a general rule of thumb sidestep to up on the controler if your on the left side of the screen (player 1 side) and sidestep down on the controler if your on the right side of the screen (player 2 side).
you have to test it against specific moves. if you struggle against a specific move, make the dummy do it in training, or use the replay takeover feature
I struggle with this too and I've been playing a couple years. Each character is going to have one side you're generally going to want to default to, like regular Jin is weak to SSR HOWEVER his main launcher (crouch dash 1) has some tracking properties to the right, so you'll be clipped by it if you try to SSR. All characters are like this, just try to learn in the match or in practice mode. But generally, if something is a bit too good (like it has great frames and is a mid or has a lot of pushback so you can't block punish it or something), that'll often be balanced by being avoidable via sidestep.
