I think Neil the challenge is the kind of people we have in the intelligence services from the joint standing committee on intelligence, for example I have been told that the appointment of officers or directors takes time, yes of course the challenge of budget , the inability of people in all the services to go out and head hunt the right candidates, being provided information by the foreign intelligence should be worrying because they might provide accurate information and inaccurate and misleading information what we call strategic deception, I think we have political leadership deficit in that field, msholozi made such terrible blunders hence the report and analysis made by Dean MacPherson was very very accurate, it's the information that can never be challenged by anyone in the state because it's true that SOEs had no budget because these entities collapsed and when did state had such budget for them, so surely the money was grabbed from the state departments
