    The rotation is completely wrong.
Protection paladins in wrath used a 96969 rotation. A six second cool down followed by a nine second cool down over and over.
In original rafters could even program that entire rotation into a single button.
    6 sec abilities: HotR, SotR
9 sec abilities: Holy Shield, Judgement (1 point in imp. Judgements), Conc (no glyph)
It allowed maximum threat generation with no spare global cool downs. Obviously Exorcisms, holy wrath, avengers shield, and hand of reckoning can be used to pick up mobs at a distance, But we’re unnecessary for the rotation.
A single target boss rotation would look like…
Avengers shield or hand of reckoning or both in route. Holy shield, shield of the righteous, judgment, hammer of the righteous, conc, which ever of your six second abilities is off cooldown (sotr), which ever of your nine second abilities is off cool down (hs), etc.

Engineering fixes the paladins burst movement problems, and the armor webbing enchant from engineering is also bis.

"Their non cooldown mitigation scales poorly with larger packs."
You should look up how block value works and why flat damage mitigation is insanely good for large pulls.

    Few notes:
Gearing changed - there is no need or benefit of using spellpower gear anymore. Prot paladins just use the same boring defense gear as warriors. The spellpower comes from the talent that converts it from strength.
Redoubt (as well as many other procs) now have internal cooldown. Event though there is 10% proc chance on tooltip, it can only proc every 45 seconds. This is massive nerf and makes the proc almost unnoticable.
Divine sacrifice with talent also puts 20% mitigation on paladin himself, so it's another defensive cooldown. One trick is to write a cancelaura macro that removes the migration on damage from others, but it still keeps the 20% reduction on everyone. But this is more fitting for Holy paladins.
On multiple mobs, there is indeed no struggle with mana, but on single target paladins struggle as there are now buttons to press. Divine Plea doesn't cut it. Judgement of Wisdom helps a lot (surpisingly the judgement procs don't have internal cooldown) and you will need the Spiritual Attunement talent - at least one point in raids, two points help a ton in dungeons.
Seal of Command now damages 3 targets - and its goto Seal for tanking dungeons and larger packs.
Overall tanking is comfy in Wotlk. Heroics are no longer nightmare and you can run through them swiftly. All tanks except maybe DK have improved ways to get agro on packs, have shorter cooldowns and can take even multiple packs at once. The dungeon spamming gameplay is way smoother and even healers are way more ok on mana.

Hey, thanks for your input :)
Do you think judging wisdom and using seal of wisdom would be enough to sustain mana on bosses?
Also, yea its true that divine sacrifice does give that 20% dmg reduction, but it means using a group wide mitigation spell as a personal. And 20% less damage for six seconds is not very big at all. So I figured it would probably be better to save it for when it can be used to mitigate group wide damage instead :)

@@neceriumcloudes5381 damaging Seals just make a large portion of threat. There is a well-known single-target rotation called 96969 where Holy Shield, Judgement and Consecration have 9s cooldown, and Shield and Hammer have 6s cooldown, and you order them as such to have something to press on every GCD. And this rotation is not sustainable unless you have a healer pumping on you.
One way to deal with it is to omit Consecration from rotation on single target - it's pretty expensive and doesn't to *that* much threat. Another candidate to skip is Holy Shield.
But the mana management is so overpowered for holy paladins - use Divine Plea on cooldown melee-wave with Seal and Judgement of Wisdom whenever you can, and voilà you have infinite mana. And you can overcome the healing reduction from Divine Plea by overlapping it with Avenging Wrath and spellpower trinkets.

You're either bad at prot pally or you've had crap paladins tanking prot is top tank all of wrath with the correct gear. When wrath was live DK and Bear couldn't keep up with the good paladin tanks.

      Rubbish....
Druids are fantastic on super hard hitters
DK are great for a few fights where massive threat is required and few more for large heavy AoE
The other 90% of every encounter throughout WotlK is Prot Paladin by a country mile.

@@HealzHS Having played for the full 18 years, since vanilla, and played a Warrior tank and Rogue as mains the whole time (until Legion, where I switched to Paladin), I have to disagree with you too. Wrath is _the_ Paladin expansion, all three specs are top tier in the right hands. Druids, Warriors and Death Knights are still great tanks.
