I'm thinking they are banking on Nintendo & co. nailing their characters better and have them act as alternate versions since all SF-cameos in other fighting games so far have avoided any SF5/V -stuff, making it so that you can only experience the new techs and movesets in the latest game (SFV). They're there for people who don't like SFV, OR as an advertisement for SFV for those who are interested in the series but haven't jumped in yet. Capcom (and other companies like Konami) still take big cut from these games like Smash as it's their characters (Megaman, SF etc).

I like how the Guile Assist Trophy has a Turtle playstyle, just waiting for the Flash Kick. Sakurai really knows his stuff and brings a lot of details.
It's not too well known, but Sakurai is or at least was a fighting game guy. You can tell by how much love traditional fighting games have been getting in Smash, especially this direct with the "Red Cyclone" shoutout and the Guile and Akira assist trophies. It's also why he created Smash Bros in the first place, to make one that was more accessible.

I don't know if you remember, but they actually referred specifically to Marvel vs. Capcom when talking about Mega Man's moveset back in the smash 4 days.
Looking back on this, it's amazing how much detail Sakurai and his team gave the characters. Like, it's not just that Ken uses his Shippu Jinrai, the initial pose before doing it is a Daigo Parry. That's such a great nod to a legendary Evo moment.
