Given that the text on kellan does not specify that you "can cast a permanent spell until the end of turn" it's similar to cascade where it doesn't respect turn phases, therefore you can cast permanents without flash.
I’m gonna build this guy for commander. It reminded me when I built through 2 commanders: Yirdis (cascade/voltron) and Vega (rebound/flashback/fortell/draw heavy). Combining two would give me such fun with this commander!
cascade and discover works with him. if you cascade all the cascade or discover cards that are cast with those abilities will trigger Kellan. you can literally cascade from your hand once and chain cascades and discovers.
