Hey there, fish biologist here... The species they're showing here actually ARE tiny. They misidentified them. These are little pacific dudes in the genus Eumicrotremus. The only real problems with keeping them in captivity are that they're a cold water marine species, and that AFIK there's no easy public source to purchase them from. I've kept them in sea tables quite a bit, and they generally adapt very well to captivity. They're ravenous (and generalist) eaters, which is usually the biggest challenge on wild caught marine fishes. Chunks of dried krill have never failed me. From what I know of public aquarium husbandry, they'll even breed in captivity without too much trouble. Raising larval marine fishes is always a bit of a challenge-that may explain the lack of a commercial source. So, if you can get your hands on them (and can maintain a cold water aquarium), this is a fairly doable hobbyist fish.
Their eyes move the same way as chameleons. They’re also built to anchor themselves similar to they way chameleons have adapted limbs and and tale to fix firmly to branches, they have adapted fins to grip things with. Convergent evolution
