I always click allow access to public network, never private. Is it safe to do so? Or is private network safer. I don't really knows what these firewall blocking do.

You only need select private network if you only play at your home. If u select the other options it means those firewall rules you've accepted will be applied to those type of networks too. So it's better to unselect them unless you'll be playing too in your job network or in a cafe or Airport for instance.
