Here’s the problem sweetie. You removed the pine cones from the water soaking dripping wet. That water was transferred to the parchment paper. So there was steam. It took longer to dry because they were too wet going in. Next time, lay them on several layers of paper towel and blot to remove the excess water.

I don't think you would need to wash them. Just rescent them and you should be good.

You don't need to put them in an oven to open them, leave them in your room they will do it naturally
I would soak the new pine outside, because of spiders. Do not want in my kitchen, Probable could use a spray of lysol on them also.
I'd think the oven heat would act as a sterilizer
