Is it me or is there a lot of out-of-tune tones on some instruments (unless it was deliberate)

Are you referring to the beginning tremolo descending lines played the lead violin? If so I believe they are written with clashing intervals intentionally. They can sound "out of tune" since they are a semi-tone apart, which inevitably creates a dissonant but chromatic effect, which is stylistically found in Piazzolla's work.
