unfortunately, an scp chapter is legally impossible due to Creative Commons Copyright, which doesnt allow SCP content to be locked behind a paywall or smth. I dont remember exactly, but you can search up SCP Russia lawsuit for further details.
Cool consept for a gimmick Targeted:if your chasing someone as the Euclid you can target the person you are chasing. They are the only target until after you kill them 1:they can see your face(to the others it would be blurred 2:they can be seen by the Euclid 3:the Euclid will pause when he targets someone for 2 seconds. Then he will get a quick speed boost for 3 seconds
Simple way around it. The crying is audio based also since he is scared of being seen. You can't actually see them, they have to mess up. Fixing that gen? Hearing those cries. You look around because you forgot how close he is. It's over for you and your team as the chase music starts and instincts activate.

for the chase music, did you take inspiration from "We Gotta Run" from SCP: Secret Laboratory? the chase music sounded amazing and the build up to it was super eerie, you nailed the SCP vibe ^^
Because Lullabies actually play over the Terror Radius as well, I wonder if having the Lullaby be 096's screaming would fit better. Perhaps it could just always be in its enraged state, so you cant be countered by just looking down. Though, if seeing 096's face to activate his power works like Ghostface's reveal mechanic, that could work more consistently. If that's the case, perhaps its Lullaby could change depending on it's mode. If it's docile, it will be crying. If it's enraged, it will be screaming.
I wondered how this would work given how it doesn't really go out of its way to attack anyone but what if the monster the entity recruited was actually the foundation. The foundation knew they could never contain the entity so they worked out a deal, the foundation could research SCPs in the entity's realm, in return the the foundation would aid in conducting the trials providing the rational element most dbd killers have to use their power. The power would be the ability to display images of its face across the map and once you get someone to look at it that person essentially is marked for death revealing their aura and exposing them. And given how this playstyle is limiting maybe make it so the "killer" is two scps, one with a more tame power that allows the player to do the more mundane stuff like kick gens and basic attack

I might won't be that fan from SCP but can't deny it has interesting stuff, and seeing you've done from a classic one, i love the details such like the "lullaby", oh those drums for ambience at the 3rd layer have no price, and seeing how they increase the rhytm during the chase part is a huge plus

The survivor is marked for death and are revealed by killer instinct. For the next 60 (for each marked survivor) seconds, the Scopophobic gains a 300% speed increase (around hillbilly's speed) and can instantly down any marked survivors. Unmarked survivors are invisible to the Scopophobic. The Scopophobic starts screeching, gains a red stain and a terror radius aswell. Once all marked survivors are downed. The more survivors stare at you, the faster your meter builds up, this meter slowly depletes when no one is looking at you, however it takes a long time to fill, and even longer to deplete once this meter is full, you enter a state called “Brutal Tantrum”, when in Brutal Tantrum your default attack is replaced with a dash attack which instantly destroys anything in its path, but will not instantly down survivors, in addition killer movement speed is doubled along with weapon wipe speed and all auras of the survivors that were last staring at you are revealed until they are downed, the more survivors that were staring at you upon entering Brutal Tantrum, the longer it lasts, only survivors that saw you enter Brutal Tantrum will have their aura revealed, if stunned when in brutal tantrum, the stun duration will be increased by 25%
Special Abilities: 1) Shattering Shout: The Euclid screams, debuffing all the survivors near him (how much depends on the add-ons) and causing the others to scream in terror, showing their locations in the map. 2) No Witnesses: Once he's been seen, the Euclid won't stop until his target is dead. For every Pallet he breaks, the Euclid fills up his Anger meter. Once full, the Killer will have increased speed and can insta-down his Obsession.

Your action speed is increased by 30% and your hit cooldown is reduced by 10%, and you cause survivors to drop items when you hit them. After 30 seconds, your power incurs a cooldown of 45 seconds where you cannot gain tokens. You slow down to 2ms-1 for 5 seconds to recover for your rampage.
Picking up a survivor will automatically cancel your power, incurring the cooldown based upon your tokens used but not incurring the 5 second recover penalty.
Passive lullaby: Mapwide crying of 096, unless in rampage. This lullaby will reduce to 6 metres range when The Subject is undetectable.

Aggravation
You despise survivors witnessing your monstrous look.
When a survivor sees your aura, they will let out an audible scream and become incapacitated for 2/4/6 seconds. This perk has a cooldown of 60/45/30 seconds.
Hex: No Witnesses
The regret of witnessing your horrifying face is plastered all over the humans as you decimate them.
Upon starting a chase with a survivor, gain a token, up till 5 tokens. (40/30/20 second cooldown between gaining tokens.)
1 token: You pick up survivors off the ground 15% faster, and drop them 30% faster.
2 tokens: You travel 10% faster while carrying a survivor.
3 tokens: Hitting a survivor whilst carrying another survivor will reduce the wiggle timer of the carried survivor by 10%
4 tokens: Hitting a survivor whilst carrying another survivor will inflict broken for 45 seconds.
5 tokens: Survivors are no longer able to wiggle out of your grasp.
Sitewide Destruction
Your anger when provoked is unable to be contained, and you will stop at nothing to destroy those who see your face.
When stunned by a pallet, gain a 10% haste status effect for 4 seconds. This will disappear if the pallet is broken by any means.
This perk has a cooldown of 30/25/20 seconds.

Hold the power button to enter a state similar to The Shapes stalk, however instead of you looking at people, people need to look at you, your movement speed is lowered when in this state.
The more survivors stare at you, the faster your meter builds up, this meter slowly depletes when no one is looking at you, however it takes a long time to fill, and even longer to deplete
once this meter is full, you enter a state called “Brutal Tantrum”, when in Brutal Tantrum your default attack is replaced with a dash attack which instantly destroys anything in its path, but will not instantly down survivors, in addition killer movement speed is doubled along with weapon wipe speed and all auras of the survivors that were last staring at you are revealed until they are downed, the more survivors that were staring at you upon entering Brutal Tantrum, the longer it lasts, only survivors that saw you enter Brutal Tantrum will have their aura revealed, if stunned when in brutal tantrum, the stun duration will be increased by 25%

Special Abilities:
1) Shattering Shout:
The Euclid screams, debuffing all the survivors near him (how much depends on the add-ons) and causing the others to scream in terror, showing their locations in the map.
2) No Witnesses:
Once he's been seen, the Euclid won't stop until his target is dead. For every Pallet he breaks, the Euclid fills up his Anger meter. Once full, the Killer will have increased speed and can insta-down his Obsession.
