I have seen this process in action as a union rep. It can be surprising how calmly the sides argue their position but it does require compromise. If one side softens their stance early often the other side reacts similarly and now you're on the road to success often very quickly. If there's no indication of compromise it's wrapped up and pushed into the next stage as you laid out. Religion in general has a poor history with the concept of compromise but religious people for the most part are pretty good with this, such as accepting evolution or using contraception. A biblical literalist does not compromise their beliefs. Even when it conflicts with another equally determined belief system. So Enoch's situation was always going to get ugly. But what you laid out is widely used to great affect by those of us who don't live in a black and white world.

Unfortunately teacher in this case did not exhaust the stages as outlined in the circular and therefore the ex parte question is undermined by the teachers/law professors actions .
