Basically in the word އާނ there is no ް on top of the ނ، but in the word ނޫން there is an ް on top of the ނ which means the Noon is pronounced only if the fili is on top of the letter. So yes there is a grammar rule where if there is no fili you pronounce the word in a nasal way, like އާނ or ހޫނ.
