Dont quote me, but on the licence thing im pretty sure you can have a licence thats not in English but you just need an offical translation document that you need to pay for and carry with you.

Once your visa is approved you have 12 months to enter the country, and from the moment you enter the visa starts working (for the next 12 months). It can take up to a few months for the visa to be approved but most people I know got it immediately.
